Purpose of Position

Why does the job exist?
As the Deputy Human Resource Manager, is responsible for the management of staff assigned to review and evaluate requests submitted by division(s) for division reorganization, classification and/or compensation actions, recruitment requests, etc. Ensure comprehensive analysis is documented and justification supports request(s). Ensures positions are appropriately classified, requests for recruitments are documented thoroughly, and compensation actions support the proposed rate based on the education and experience and appropriate placement. Is responsible for Workers Compensation program. Provides technical expertise and support to Human Resource Director to address labor relations, employee relations, discipline, investigations regarding allegations of possible misconduct, violations of agency policies and/or State Personnel Board Rules as well responding to those employees who reach out to HR for guidance on various HR related issues. In the absence of the Human Resource Director, is responsible as the Acting Human Resource Director and Substance Abuse Coordinator for the Department of Cultural Affairs.
How does it get done?
Provide leadership, consultation, guidance, technical expertise, advice, and recommendations to employees and management. Ensure staff are proficient in providing technical expertise to their assigned divisions. In consultation with supervisors/managers, research, analyze and provide technical expertise and share resources and/or pertinent information to address and/or solve issues that may arise. Provide research, guidance and input into the development of processes, procedures, workflows, templates, trainings, etc. to improve the services and technical expertise provided to DCA employees.

All employees of the Department of Cultural Affairs.
Ideal Candidate
- Is organized, attentive to details, ability to multi-task and adjust to changing priorities
- Is proficient in Excel and payroll, troubleshoot payroll issues, develop and streamline processes
- Has experience with employee relations, adhering to collective bargaining agreements and time lines associated with articles
- Has experience drafting disciplinary actions, conducting investigatory interviews of alleged misconduct
Minimum Qualification
Bachelor’s Degree in Human Resources, Business Administration or Public Administration and two (2) years of experience in human resource operations; recruitment, selection, payroll, compensation and benefits administration, training, labor relations, investigations and/or occupational analysis. Employment Requirements
Must possess and maintain a valid New Mexico Driver’s License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and telephone usage (landline and cellphone) with extended periods of sitting. Must be able to lift 25 lbs.
