PURPOSE OF CLASSIFICATION

Under limited supervision, performs professional, supervisory, and administrative work in the direction, coordination, and supervision of the operations of the Public Services Department. This is a department director position responsible for the administration of the following divisions of the City: Public Works, Sanitation, Stormwater, Wastewater.

Each of these divisions within the Public Services Department includes, but not limited to, construction project management, inspections and reporting, streets maintenance, asphalt overlay program; traffic signals, street lights, street sweeping, snow removal, equipment maintenance, city property and facility maintenance, fleet management, sanitation, related capital improvements projects, wastewater treatment plant operation, sewer collection system maintenance, and, departmental budget preparation and administration.

DISTINGUISHING FEATURES OF WORK

Work includes managing, supervising, and motivating a medium size work force directly or through various subordinate supervisors and/or managers. Reporting to the City Administrator, the Departments work is performed with latitude to complete departmental goals within budgetary guidelines. Supervision is received from the City Administrator through work accomplishment, routine meetings, and periodic performance reviews.

The Director of Public Services must work effectively with the employees of the City and the citizens and commercial customers of White House.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

The following duties are typical for this job. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned.

Initiates, directs, and coordinates projects and daily work programs of the Public Services Department, including but not limited to streets, storm sewers, sanitation, signs, wastewater activities, and, city buildings and grounds maintenance;

Prepares and administers the annual budgets related to Public Service Departments activities;

Provides leadership and motivation for all subordinates of the department, promoting unity and cohesion, and maintaining positive working relationships between all department personnel and other city officials and employees, as well as other state, county and local officials;

Ensures compliance with federal regulations, city ordinances and policies, state statutes, and environmental regulations to ensure the safe and efficient operation of the department;

Directs the planning and conduct of adequate and proper training for department personnel and evaluates the performance of department employees;

Oversees the bidding and purchasing of supplies, equipment, and services utilized by the department and controls expenditures in accordance with the City’s purchasing policies;

Directs the maintenance of snow and ice control, as well as other work, on local streets within the city in accordance with the policies as set forth by the City Administrator and Board of Mayor and Alderman;

Coordinates department activities with the city’s engineering consultant in matters relative to public improvements, construction, and repair projects and makes recommendations for public improvements to the City Administrator and engineering consultant;

Oversees the repair of departmental equipment and maintenance of city buildings and grounds as directed;

Prepares and reviews correspondence, records, and reports to the regulatory agencies;

Reviews and processes complaints relative to public services for investigation, correction, and report findings as required;

Represents the City Administrator on various committees and at various meetings as directed;

Supervises and reviews legislation and ordinances relative to the areas of responsibility involved and prepares preliminary studies, reports, and recommendations for the City Administrator;

Coordinates work activities and monitors work of utility companies as the same relates to city property or within the R-O-W;

Monitors the quality, quantity, and standards of subcontracted work of the department;

Acts as State Street Aid Administrator for funds received by the city from the state;

Continuously reviews programs of the Public Services activities and makes recommendations to the City Administrator for improvements, alterations, or changes;

Utilizes available technology to promote the efficient and effective operations of the department;

Safeguards the confidentiality of city administration by exercising appropriate discretion in communicating information to employees, residents, property owners, officials, administrators, consultants, and the general public and in handling departmental records and files, personnel actions, performance evaluations, merit, promotion, and similar confidential materials;

Performs other related administrative functions as required to preserve the integrity of Public Services structures, facilities, and projects, to foster good public relations, or as assigned by the City Administrator.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED

Knowledge, Abilities and Skills: Comprehensive knowledge of the principles, practices, and methods used in the management and oversight of a city Public Works, Wastewater, Sanitation, and Stormwater divisions. Good knowledge of the standard principles and practices of business management, and knowledge of good supervisory practices. Ability to use standard functions of personal computers, such as word processing, spreadsheets, email, use of the web for research, and knowledge of publishing and layout software programs for promotional materials. Ability to effectively plan, organize, and budget for the operations of the Department. Ability to effectively communicate orally and in writing with city staff, other governmental agencies, and the general public. Understanding of budgetary constraints when operating Department and proposing new facilities. Detailed knowledge of construction practices, including form building for concrete structures, road base work, basic engineering, knowledge of drainage structures, proper sizing and materials for pipes, and wastewater treatment plant and collections operations.

Physical Requirements: Ability to pass reasonable fitness and physical standards to safely perform work, if required, as determined by City medical advisor; vision and hearing, normal or corrected to sufficiently read, write, and safely operate tools and equipment used in job requirements; dexterity and fitness sufficient to operate equipment; ability to lift and carry up to fifty pounds, though at times greater weights may need to be lifted, carried, dragged, or placed; dexterity and fitness to grasp, crawl, crouch, bend, stoop, climb, stretch, walk, run or otherwise perform physical functions of the assignment.

Work Environment: The work environment will vary according to the specific task; but may be slightly disagreeable and involve extreme heat or cold when working in an outdoor environment. Work environment demands minimal confinement with no standard protective required. However, the physical demands of the position could result in possible cuts, bruises, burns, sprains, or illness causing confinement despite prior full safety provisions being utilized.

MINIMUM TRAINING AND EXPERIENCE REQUIRED

Training and Experience: Graduation from a college or university of a recognized standing with a Bachelor degree in engineering (mechanical, chemical, civil, electrical, management, or Geotechnical), Urban and Regional Planning, public administration or related field; Five (5) years of experience is required in the management of activities in one or more of these areas: storm water, wastewater, sanitation, and/or public roads.

Necessary Special Conditions: Must have a valid Tennessee driver’s license or the ability to obtain one within six months of employment.
