Koniag Information Security Services (KSS) has an exciting opportunity for experienced Program Manager to support an Agile implementation project within the USDA APHIS MIM Program Office. This is a direct, full-time position supporting KSS and our government client in the DC Metro area.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Provide support for configuration management, strategic planning, knowledge management, business analysis and technical analysis
  • Work closely with other team members including Developers, Test Engineers, and other technical staff
  • Collaborate with key stakeholders to understand the program’s vision and help communicate goals throughout the program
  • Support project visioning and requirements management on Agile and traditional development projects
  • Engage business partners to support backlog prioritization based on business value, dependencies, and level of effort
  • Provide data analysis expertise in support of business priorities and objectives
  • Lead change management & communication efforts to ensure successful implementation and adoption of IT solutions delivered by APHIS
  • Lead a team on large projects or significant segment of large complex projects
  • Analyze new and complex project related problems and creates innovative solutions involving finance, scheduling, technology, methodology, tools, and solution components
  • Prepare long and short-range plans for application selection, systems development, systems maintenance, and production activities and for necessary support resources
  • Oversee all aspects of projects and supervise others

Work Experience, Knowledge, Skills & Abilities:

  • Bachelor’s degree in a business, information technology, or computer related discipline is required
  • Minimum of ten (10) years of total experience
  • Minimum of seven (7) years of related experience
  • Five to seven (5-7) years of experience in the following:
    • Ability to create program/project documentation and presentation materials
    • Ability to manage large technology integration projects
    • Experience tracking and managing tasks and requests from senior government offices
    • Tracking due dates and actions
    • Collecting input from experts/knowledge experts
    • Attention to detail to verify all submissions are compliant with organization standards and expectations
    • Strong communications skills including
    • Summarizing technical initiatives for Department/Organization wide communications
    • Writing strategic plans, policies, memos, and talk points for external speaking engagements
  • Leading Projects in .NET/AZURE
  • Candidates must be a US Citizen with the ability to obtain a Public Trust security clearance, per government requirements
  • Five to seven (5-7) years of experience working directly with government staff
  • Experience working with Agile methodologies and/or an Agile based work environment
  • Experience supporting Federal business operations at a government site
  • Excellent communication, customer service and organizational skills
  • Must be fully fluent in MS Office applications, including Outlook, Word and Excel


Working Environment & Conditions

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The work load may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
