General Description:
Serves as the Director of the Veterans Employment Services (VES) under the direction of the Division Director, Program Operations. Performs highly advanced managerial work providing direction and guidance in the planning and operation of the VES program. Duties involves strategic planning; establishing goals and objectives for the program; developing policies, procedures, rules and regulations; establishing priorities, standards and measurements tools for determining progress in meeting both Federal and State performance measures.


Essential Duties and Responsibilities:
  • Plans, directs and supervises the day-to-day operations of the VES Program.
  • Directly supervises and mentors five District Managers and two Headquarters staff.
  • Identifies and implements strategies to enhance collaboration and interchange between the agency and workforce development partners and stakeholders.
  • Plans, develops, implements, coordinates, monitors and evaluates VES policies and procedures.
  • Responsible for the creation, development, submission and implementation of the Agency State Plan with the Department of Labor (DOL), Veterans’ Employment and Training Services (VETS).
  • Interprets and ensures compliance with federal and state laws and regulations.
  • Monitors, reports and analyzes program performance reports to ensure performance goals are attained.
  • Reviews and approves management, productivity and financial reports.
  • Reviews guidelines, procedures, rules and regulations; and monitors compliance.
  • Reviews results of special investigations, internal audits, research studies, forecasts and modeling exercises to provide direction and guidance.
  • Plans and coordinates special and administrative assignments and programs.
  • Represents the agency at business meetings, hearings, trials, legislative sessions, conferences and seminars or on boards, panels and committees.
  • Assists in preparation of the Legislative Appropriation Request (LAR) at the program level.
  • Drafts agency rules that relate to VES and related workforce development programs.
  • General Personal computer experience/Microsoft Office Suite preferred.
  • Travel of 25% is required for work related functions. A valid Texas driver’s license is required.
  • Work hours other than 8-5 are required for work related functions.
  • Performs other duties as assigned

Qualifications


Minimum Education:
Graduation from an accredited four-year college or university. College transcripts must be attached to the applicantion.

Minimum Experience: Four years’ experience at the management level which may include military experience with knowledge of operations, organizational structure, and policies and procedures is required.

Preferred Experience: Demonstrated experience coordinating and collaborating with the Department of Labor (DOL) in all aspects of veteran employment services is preferred. Experience in operating a personal computer, Microsoft Windows and Microsoft Office Suite.

Additional Requirements: A valid Texas Driver’s License is required. Must be a Veteran who served on active duty for a period of more than 180 days and was discharged/released with other than dishonorable discharge; OR a Veteran who was discharged/released from active duty because of a service connected disability; OR an eligible person as defined by Title 38 of the United States Code. In order to demonstrate qualification, a DD form 214 and or any supporting documentation validating qualification in a category must be attached to the application.

  • Ability to manage VES activities; to establish goals and objectives; to train staff; to devise solutions to administrative problems; to prepare concise reports and to plan, assign and supervise the work of others.
  • Ability to identify problems, evaluate alternatives and implement effective solutions; to develop and evaluate policies and procedures; to prepare reports; to communicate effectively; and to plan, assign and supervise the work of others.
  • Knowledge of local, state and federal laws and regulations relevant to the VES program is strongly preferred.
  • Knowledge of current federal and state performance measures for the VES program is strongly preferred.
  • Knowledge of personnel policies and procedures strongly preferred.
  • Ability to prepare and present reports.
  • Possess and demonstrate exceptional communication skills both orally and in writing.
  • Ability to work effectively with a variety of individuals, groups and stakeholders.
  • Performs related work as assigned.
Environmental & Physical Conditions:
Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive telephone usage and repetitive hand/wrist/finger motions while using the computer.
