The Treasury Services Director is responsible for providing leadership in a significant strategic financial role at the University of North Carolina at Chapel Hill. The position evaluates and implements best practices in investment management, cash flow management and modeling, debt management, and risk management, and performs specialized financial analyses to advance the mission of the University. This position reports to the AVC for Finance and Budget. Primary duties include: (1) Investment Management: Treasury Services has oversight responsibilities for all University Institutional Trust and Special Funds (current balances are in excess of $1 billion). It monitors the institutional investment policy and makes recommendations for appropriate updates. Treasury Services serves as a principal advisor to individuals and committees that have oversight responsibilities for the Intermediate Pool, held in an affiliated Limited Liability Corporation and managed by UNC Management Company (via outsourcing of the direct investment of funds). Treasury Services makes recommendations, through the Associate Vice Chancellor for Finance and Budget, to the Vice Chancellor for Finance and Operations on internal distribution rates for investment income on the Institutional Trust and Special Funds. (2) Debt Management: Minimize the cost of borrowing, achieve optimal leveraging, and allocate the best and highest use of debt capacity to support university priorities. Responsibilities include identifying and monitoring short-term and long-term financing needs of the University to develop and maintain a financing schedule; maintaining the University’s debt policy; assessing the financial viability of projects to be funded with University issued debt; assessing the financial viability of the repayment source for internal loans, as needed; documenting any approved internal lending, working closely with representatives from the Office of University Counsel; monitoring repayment; monitoring conditions/developments in the capital markets; identifying and analyzing financing options; and leading the execution of transactions. (3) Cash Flow Statements and Modeling: Prepare and maintain university-wide cash flow statements and forecasts, incorporating operating cash, capital expenditures, debt issuance and service, and investments. The incumbent will also model cash forecasts to address liquidity questions and to address questions from rating agencies and debt holders. (4) Capital Projects: Provide financial review and analysis in support of the University’s capital planning and budgeting processes. Actions include reviewing feasibility of projects funded with University debt, state funds, internal cash, and fundraising; partnering with Facilities Planning & Construction to develop policies and procedures that facilitate capital planning and controls that balance department/school and institutional needs. (5) Leadership and Development: Support the Associate Vice Chancellor for Finance and Budget in ensuring the Division’s annual goals are set, monitored, and updated when needed. The incumbent will hire, train, evaluate, lead, and develop the activities of employees who perform cash management, treasury, and debt management roles. (6) Project and Financial Analysis: Provide project and financial analysis, as requested, in support of strategic initiatives and financial planning. Such projects include National Associate of College and University Budget Officer (NACUBO) cost of college, financial feasibility of University business ventures, review of counter-party exposure in critical university business relationship, and financial modeling. (7) Training and Development: Work closely with the AVC for Finance and Budget to incorporate service delivery action steps into unit annual and quarterly plans. Minimum Qualifications:

Prefer candidates who have a minimum of 5-7 years of senior-level experience managing the treasury, debt and/or financial operations of a higher education institution, public sector entity, or private company of similar scope and complexity as UNC-Chapel Hill. Experience as the treasurer or administrative officer of a medium-sized institution with comparable scope of responsibility will also be considered. The successful candidate must have a thorough knowledge of treasury practices and techniques; strong planning, analysis, and management skills; demonstrated success in a team-based environment; investment management experience; the ability to manage bank and rating agency relationships; experience in debt management and new debt structuring; the ability to model cash flow forecasts and projections; the ability to communicate effectively and professionally verbally and in written documents; and working knowledge of service delivery tenets. Strong communication and coalition-building skills are essential, as is a commitment to diversity, inclusion, and collaborative decision making in the workplace. Strong preference will be afforded to candidates who have performed the functions of this position in a public research university or governmental entity.Advanced degree in relevant areas such as business, finance, management, public administration, or a related field with three years or greater of related professional experience.
