- Develops, implements, and advocates policy and program objectives important to the goals of the Secretary of Defense.

- Supports the Director in the planning, conduct, evaluation, and reporting of Operational and Live Fire testing.
- Supports the Director in the planning, conduct, evaluation, and reporting of Cybersecurity and Interoperability Assessments conducted in conjunction with Service and Combatant Command Tier 1 exercises.
- Serves as Appropriation Director for the Operational Test and Evaluation, Defense (OT&E, D) appropriation and the principal advisor to the Director on all Planning, Programming, Budgeting, and Execution (PPBE) matters. Provides consistent and accurate resource management and evaluation; and interfaces with the Under Secretary of Defense Comptroller [USD(C)], the Director of Cost Analysis and Program Evaluation (CAPE), the USD(A&S), and the USD(R&E) on all PPBE matters.
- Approves the DOT&E budget.
- Responsible for military and civilian personnel administration and training, property accountability, budget formulation and execution, information systems and security, physical security, administrative support, and contract administration.
- Serves on boards, committees, and other groups pertaining to the Director’s functional areas.

1. Intimate knowledge of the statutes, policies, program goals, organizational relationships, and Congressional intent associated with the conduct of Operational and Live Fire test and evaluation and the management of Operational and Live Fire test resources within the DOD.
2. Highly qualified in the engineering and physical sciences related to test and evaluation including thorough understanding of test and evaluation methods, modeling and simulation tools, and test instrumentation.
3. Broad experience in military operations with demonstrated knowledge in warfare areas of all military services. This includes understanding the operational issues affecting current major defense acquisition programs.

Summary
This position is located in the Office of the Director, Operational Test and Evaluation (DOT&E), Office of the Secretary of Defense. The DOT&E reports directly to the Congress and to the Secretary of Defense on all matters pertaining to Operational Test and Evaluation (OT&E), Live Fire Test and Evaluation (LFT&E), and Operational and Live Fire test resources within the Department of Defense.
Responsibilities
The incumbent of this position serves as the Principal Deputy to the DOT&E and is the principal staff assistant for all functional areas assigned to the office. He/She serves as the Acting DOT&E in the absence of the DOT&E with full delegated authority to act on all matters within the scope of the Director’s responsibilities. He/She serves as the Acting DOT&E in the absence of the DOT&E with full delegated authority to act on all matters within the scope of the Director’s responsibilities. The Principal Deputy DOT&E participates fully in the formulation, development, advocacy, and oversight of policies of the Secretary of Defense and in the development and implementation of Operational and Live Fire test and Operational and Live Fire test resource programs. The Principal Deputy must be attuned with the Director’s policies, goals, and commitments and be aware of the Department’s position on important matters. The incumbent must enjoy the personal trust and confidence of the Director and possess the ability to work effectively with the Secretary of Defense, the Deputy Secretary of Defense, the Under Secretary of Defense for Acquisition and Sustainment [USD(A&S)], the Under Secretary of Defense for Research and Engineering [USD(R&E)], and other senior policy-making personnel within the Department.
