Job Description
H+H’s Finance Division is seeking an Assistant Director of Fiscal Affairs to ensure that the various growth and savings initiatives across NYC Health + Hospitals have clear outcome measures, a validated approach to measure performance, and a standardized reporting process, as part of a broader effort to ensure that the system’s financial initiatives are on track. The oversight process, known internally as PLANit H+H, is a combined workflow to support new initiatives throughout the H+H system. It includes strategizing; ideation – narrative proposal and business planning process; work plans to operationalize efforts; and monitoring of new initiatives. It is an effort to synchronize across various central office divisions, facilities and initiatives to enable investments in strategic areas through clinical services and financial planning. The Assistant Director will oversee and perform essential tasks related to the monitoring and evaluation components of the PLANit H+H processes.
First, s/he will be the primary point person to implement and maintain a monitoring process for all PLANit initiatives. S/he will provide analytic insight to track Health + Hospitals progress for achieving financial targets and sustainability and to guide data-backed decisions for financial modifications, program expansions, and program reductions. Second, s/he will work with project owners to develop and monitor appropriate metrics throughout the lifetime of an initiative. S/he will monitor the implementation of each initiative and trouble-shoot any financial and operation challenges to new program development. Third, s/he will evaluate the programmatic and financial success of each program and monitor the return on investment to guide ongoing program modifications. S/he will develop reports and give presentations for senior leadership.
This position will liaise and provide support to project owners and various finance staff at Facilities and within other Central Office and external oversight agencies. She/he will need to become well-versed in Health + Hospitals full breadth of operations and initiatives, including clinical growth strategies, value-based payment, revenue improvement efforts, and operational efficiencies. This position has great potential for learning and development, exposure, and advancement.
Responsibilities Include:
- Create templates and framework for ongoing monitoring and reporting of newly implemented programs.
- Lead all monitoring activities and maintain established process for monthly and quarterly monitoring.
- Consult with Team Leads to establish key indicators and data collection processes pre and post program implementation.
- Coordinate with various departments to track Health + Hospitals investments; Collect key performance indicators tracking expenses, revenues, and operations.
- Collaborate with appropriate Finance counterparts to ensure awareness of initiatives, validate data and facilitate support of implementation needs.
- Analyze and evaluate data submitted by facilities and liaise with facility leadership to troubleshoot data collection issues.
- Ensure consistency and alignment with the financial valuation and financial tracking.
- Help troubleshoot issues identified through monitoring outcomes; Coordinate with facilities to discuss and resolve issues.
- Work with project owners to modify financial projections and make programmatic changes based on data analysis.
- Collate and summarize data, distribute monitoring summaries, and report on monitoring results.
- Prepare presentations and quarterly monitoring reports on program and financial performance; Create reports that present data in multiple ways for a variety of audiences.
- Gather data, conduct analysis and prepare ad hoc analytic data reports in response to requests from upper management.
- Review and develop financial models as necessary using advanced Excel functionality; support Business Plan review and development as needed.
- Support PLANit Director for all related processes and procedures as needed.
- Assist with program planning and performance evaluation for new initiatives being submitted or proposed to the Mayor’s Office of Management and Budget or other funding opportunities.
- Other related duties, as required.
Key Accountabilities:
- Develop key performance indicators and metrics to evaluate new programs
- Gather data, conduct analysis and prepare ad hoc analytic data reports using advanced Excel functionality.
- Monitor and evaluate initiatives that address system growth, clinical improvements, and financial planning projects.
- Collaborate with different Central and Facility offices to track metrics and ensure H+H is achieving Financial Plan goals.
- Coordinate with various departments to track Health + Hospitals investments, reporting and tracking expenses, revenues, and operations.
- Understand and keep abreast of proposed or enacted internal policy changes, budget changes or practices that impact H+H service expenses and/or revenue.
- Prepare professional presentations, data graphics and other materials.
- Maintain and report on the status of projects and initiatives. Understand delays and project gaps, recommending solutions to ensure milestones and timelines are meet.
- Brief Finance Leadership on emerging issues and, where needed, recommend solutions.
- Foster positive working relationships between the CFO’s office and other executive offices to ensure coordination and alignment.
- Work cooperatively with the senior staff and promote inter-departmental coordination and communications.
Minimum Qualifications
1. A master’s degree with a major in accounting, finance or business administration, with emphasis on accounting and financial systems from an accredited college or university; and five (5) years of responsible-level experience in fiscal management or administration with an emphasis in financial systems, management information and controls, of which at least three (3) years shall have been in a responsible supervisory, administrative or management capacity; or
2. A baccalaureate degree with a major in related fields, as indicated in (1) above, from an accredited college or university; and six (6) years of experience as indicated in (1) above, of which at least three (3) years shall have been in a responsible supervisory, administrative or management-level capacity; and
3. Knowledge of total accounting and financial management both in systems theory and practice; or
4. A satisfactory equivalent of education, training and experience.
Department Preferences
Preference will be given to qualified applicants with:
- Master’s in Business Administration (MBA), Master’s in Healthcare Administration (MHA), Master’s in Public Policy, or a related field.
- Strong analytic capabilities.
- Healthcare delivery system experience.
- Working understanding of federal and state healthcare initiatives and regulations.
- Superb listening skills and ability to build trust quickly.
- Demonstrated ability to work well with internal and external constituents, at every level of an organization.
