INCATech is searching for a Technical Project Manager to support a program at the Department of Commerce.

As a Technical Project Manager you will play a critical leadership role and serve as an escalation point internally and externally for the program. In addition, the Technical Project Manager is the executive level communicator with the Client throughout the program lifecycle.

The Technical Project Manager will be responsible to implement tools and procedures for the geographic visualization and comparison of federal and non-federal data sets to identify regions with insufficient telecommunications service, compare multiple data-sets to identify discrepancies in telecommunications services availability (e.g. served vs. underserved or unserved), and produce reports and analyses that could be used for investment and decision-making purposes.

Also, demonstrate the ability to:

  • Translate customer’s business requirements into technical/functional specifications for the team’s engineers and GIS professionals
  • Ascertain the true requirements underlying feature requests; recommend alternative technical approaches and lead technical efforts to meet timelines
  • Participate in deep technical discussions to ensure solutions are designed for success
  • Capture, share and leverage best practice knowledge across a broad group of engineers, scientists, and developers
  • Partner as a technical liaison between customers and technical teams
  • Knowledge of Agile software development methodologies (Scrum)
  • Familiarity with geospatial data and digital map development
  • Create/author whitepapers and supporting materials and documentation associated with the work product

REQUIREMENTS

  • 8 years of experience delivering custom enterprise solutions project management utilizing industry standards and methodologies to efficiently manage deliverables schedules, resources, risks, funding, stakeholder management, QA/QC, and WBS
  • Fluency in managing small team work efforts utilizing modern industry standards and methodologies (i.e. Agile, PMP, etc.) as Scrum Master and leading backlog grooming sessions, making recommended prioritizations, and leading demonstration sessions
  • Demonstrated experience in contract staffing (candidate sourcing and evaluation, staffing, onboarding)
  • Demonstrated experience in contract/subcontract management and familiarity of types (T&M, FFP, IDIQ, etc.)
  • Demonstrated experience serving as lead interface with CO, COR and product owner
  • Demonstrated experience reviewing/ approving invoices per instruction for customer submittal
  • Strong, persuasive communication skills; ability to clearly communicate technical ideas, whether to other technical peers or non-technical customers
  • Experience in client facing consulting / professional services
  • Experience in enterprise consulting services to support a cloud-based GIS platform to meet program objectives
  • Expertise with Microsoft Office and Project Management tools
