The Information Technology Team of the National Association of Insurance Commissioners (NAIC) has an exciting opportunity for a Scrum Master. This position is located in the NAIC’s state-of-the-art offices in Town Pavilion in the heart of downtown Kansas City which includes great restaurants and top-notch entertainment venues. This is a full-time position in a positive and flexible environment.
Responsibilities include:
- Lead one or multiple scrum teams working on strategic projects, internal projects, application maintenance work, and other software development initiatives.
- Working with manager, product owners, and team members, organize and facilitate scrum ceremonies, including daily stand ups, sprint planning, backlog grooming, sprint reviews and demos, and retrospectives.
- Assists project and business managers with scope definition and release planning.
- Mentors and trains team members and staff throughout the organization on agile best practices and techniques.
- Identifies and communicates project and sprint impediments and risks. Facilities resolution where needed.
- Monitors and communicates team progress during sprints
- Completes or coordinates completion of project tasks to push a project forward or to hit scheduled milestones.
- Communicates roadblocks to senior staff or management
- Expresses findings and recommendations clearly across all levels of management, both verbally and in writing.
- Displays leadership and sets good examples.
- Builds teamwork and shows willingness to evaluate new techniques and technologies being used by other members of the team.
Skills and Abilities:
- Experience with all phases of development life cycle, including analysis, design, construction, implementation, and following it through to the evolution phases.
- Expertise is agile development concepts and practices.
- Demonstrates excellent ability to understand the ‘big picture’ and how systems and applications affect, and are affected by, other applications and initiatives.
- Looks for ways to improve the quality of the systems to which he/she is assigned for business analysis.
- Demonstrates ability to work with multiple levels of detail.

- Familiarity with or ability to learn diagramming and modeling techniques and software
- Possesses excellent interpersonal, conflict resolution, and customer service skills, and an understanding
- of office relationships.

- Demonstrates highly developed leadership skills, including excellent team building skills
- Demonstrates the ability to multi-task between projects and tasks.
- Ability to learn internally developed and vendor-developed web-based, client/server, and stand-alone
- PC NAIC applications.
Minimum Education and/or experience required:
Bachelor’s degree (BA) and at least 10 years related work experience combined with 3+ years in the Scrum Master role; or an equivalent combination of education and experience.
In depth knowledge of agile development best practices.
Preferred Experience:
Experience with JIRA.
PMI-ACP and/or Certified Scrum Master.
