This is a temporary unclassified position and will last one to three years depending on funding and project needs.
This position provides senior level project management leadership for Department of Transportation priority projects and programs to improve the Department’s operational efficiency, delivery of services, and to implement legislative mandates. The incumbent will lead projects, provide oversight of programs, conduct studies of departmental organization, methods and systems that have agency-wide impact. The incumbent will plan and lead a collaborative process to document a gap analysis, recommendations and metrics to fulfill short and long-term needs for the creation, sharing, use, storage and upkeep of accessible and usable electronic data, collaboratively develop a project plan to implement the recommendations and metrics, and create a roadmap for accessible electronic data at MnDOT.
- Qualitative and quantitative analysis sufficient to evaluate project needs, critique analytical methods and design and develop project documents meeting industry best practices and standards;
- Governmental budgeting and legislative processes sufficient to demonstrate political astuteness to coordinate complicated projects, plan for contingencies and establish working agreements and priorities;
- Experience interpreting laws and administrative procedures sufficient to serve as a technical expert before departmental committees, other public forums and national conferences;
- Public policy principles and project management best practices sufficient to oversee the design, implementation and evaluation of projects;
- Project planning and operations sufficient to organize projects and negotiate for all human, financial and technology resources to ensure the successful completion of the project.
- Experience leading large-scale/complex projects with wide-reaching scope and significant impact;
- Project Management Professional (PMP) certification;
- Experience, training and/or certification in process improvement methodology (i.e. LEAN, Six Sigma, etc.);
Minimum Qualifications
Two years of advanced-professional (10L or higher) experience overseeing projects that require research, analysis, leading sub-teams to implement project goals, assessing quality of the phases of the projects and ensuring project remains on task.
(A Bachelorâs degree in Business or Public Administration may substitute for one year of work experience.)
