    The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards the smallest jail system possible without compromising public safety. The DOC is solely responsible for maintaining a safe and secure environment for staff, visitors, volunteers and people in custody inside our jails. Importantly, safe jails enable DOC to providing people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the boroughs with over 12,000 diverse professionals and knowledge experts.

    The DOC is seeking to recruit a Project Manager for the Investigation Division (ID). Under the direction of the Deputy Commissioner for the Investigation & Trials Division and the Assistant Commissioner of Investigation and with latitude to exercise independent judgement and decision making. The successful candidate for this position will be responsible for the coordination and implementation of all improvement and reorganization initiatives for the Investigation Division. The Project Manager will be responsible for but not limited to:

  • Providing staff support and departmental guidance on the administration of assessments, oversight of case management, and provision of tailor-made programming based on the assessments’ outcome;
  • In coordination with the Deputy Commissioner and Assistant Commissioner, assist in the development and implementation of reform initiatives for the Investigation Division;
  • Analyze current ID practices and identify operational efficiency risks and areas in need of improvement;
  • Assist ID Executive staff in compiling and tracking metrics to assess the efficacy of pilot programs undertaken by the unit;
  • Implement and oversee a comprehensive quality assurance program to improve the quality of ID work product;
  • Assist the Deputy Commissioner and Assistant Commissioner in ensuring that all investigative units are in compliance with Division Orders and Departmental Directives through the active monitoring of activity reports and data;
  • Compile and monitor performance data to ensure division compliance with consent decrees and external oversight regulations;
  • Coordinate the revision and standardization of Division Orders and Standard Operating Procedures, and maintain the ID policy manual updated and in compliance with recognized best practices;
  • Perform related duties as assigned.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in accounting, including one course each in advanced accounting, auditing and cost accounting and five years of full-time experience in management auditing, EDP auditing, financial accounting and/or financial auditing, at least 18 months of which must have been in an administrative, managerial or executive capacity or in the supervision of several teams of auditors; or

2. A valid Certified Public Accountant License or a certificate as a Certified Internal Auditor and four years of full-time experience as indicated in “1” above, at least 18 months of which must have been in an administrative, managerial or executive capacity or in the supervision of several teams of auditors.

Preferred Skills

  • At least five (5) years of project management experience in law enforcement (i.e. police, corrections, probation, parole, etc.);
  • Experience and/or course work in the field of statistics, analytics, auditing, and/or project management is preferred;
  • Experience working with senior and executive staff in the field of law enforcement is a plus;
  • Experience in preparing and delivering high level analytical presentations is a plus;
  • Significant knowledge of internal investigative procedures in the field of law enforcement is a plus;
  • Possess excellent communications skills, strong analytical, research, problem solving, presentation and writing skills;
  • MS Office (Word, Excel, Outlook, PowerPoint) proficiency;
  • Successful candidates must clear a background investigation and possess a valid NYS driver’s license.

New York City residency is generally required within 90 days of appointment.
