General Description

[Oversees] and performs advanced engineering, architectural, construction inspection or other technical project management work. Provides leadership and oversight related to all aspects of architectural or engineering construction projects by planning, and controlling all elements of the project OR oversees one aspect of multiple engineering construction or otherwise technical projects. Responsible for review and development of projects objectives and for maintaining the project integrity through ensuring compliance with relevant state and federal laws, policies and procedures. Responsible for oversight of all quality assurance/quality control aspects of technical projects. Work requires extensive contact with agency management, governmental officials and private entities. Typically reports to Section/Staff level managers. [Serves as a Lead Worker]. Employees at this level are virtually self -supervising and assume direct accountability for the work product.

Duties

The essential duties for this job include:

  • Assesses project issues and develops resolutions to meet productivity, quality, and client satisfaction goals and objectives.
  • Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors.
  • Directs, develops, implements, and evaluates project budgets, schedules, work plans, resources requirements, and cost estimates and projections.
  • Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid them
  • Monitors and manages project cost and quality to ensure project is completed within budget and to ensure deliverables are acceptable and fulfill the terms of the project contract or specifications.

  • Monitors project phasing and traffic control plans and ensures adherence to approved safety standards.
  • Reviews and recommends proposals and bids to management.
  • Works with Federal Highway Administration representatives to ensure compliance with regulations.

Education

This job requires the following:

  • Bachelor’s Degree in a related discipline

Work Experience

This job requires the following:

  • 6 years in construction project management; project management, process engineering and business process improvement methodologies
  • (Experience can be satisfied by fulltime or prorated parttime equivalent)
  • No supervisory experience required.
  • Relevant experience may be substituted for education on a year per year basis.

Licenses and Certifications

The following Licenses and/or Certifications are required for this job:

  • Valid Drivers License at time of employment
  • Safety Impact Certificate

Other Conditions:

  • This is a Safety Impact position (either Safety Impact, Commercial Driver and/or Vessel Crew Member) and will be subject to random drug testing.
