OM Group is seeking a Program Manager (PM) to create a PMO to lead, organize, and direct the business development, capture and delivery process for task orders under the Air Force Small Business Enterprise Application Services (SBEAS) Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle. Primary work location will be Montgomery AL with travel to Dayton OH, Arlington VA, the National Capitol Region and other CONUS locations as required.

This PM will be “hands-on” and develop, organize and execute significant business development and capture activities, including building teams, assess win probability, develop win plans/strategies, address gap analysis, etc. in order to respond to task order RFPs and win business with new and existing customers on the SBEAS IDIQ contract vehicle. The PM will manage the program staff directly or through assigned task order leads upon task order award.

Responsibilities:

PMO

  • Serve as the primary interface with the Government Program Managers and Acquisition Managers responsible for managing projects on the Air Force SBEAS IDIQ contract
  • Review and assess strategic fit of all Task Order solicitations issued under SBEAS IDIQ
  • Track and report on bid & proposal metrics and Task Order performance
  • Support development and administration of processes, marketing collateral, and training
  • Communicate resource needs and leverage resources assigned, collaborating with subject and technical matter experts, functional leads, and other Program Managers

BD and Capture

  • Drive all aspects of the capture successfully through the Win Plan process.
  • Work closely with Recruiting to identify key resources (full-time, contract and sub-contractors) to staff task order(s) upon award
  • Brief capture status to senior management at specified milestones in the capture process, when material changes occur and as needed.
  • Conduct after action reviews for all business opportunities, document lessons learned and identify necessary adjustments to capture technique, strategy, and actions.
  • Manage and maintain SBEAS partner ecosystem

Proposal Support

  • Prepares for and/or supports kick-off meetings and color review sessions
  • Assists with the Scheduling win theme/story board meetings and works with team to develop competitive win themes
  • Assists with ensuring proposal compliance and performs quality control
  • Ensure timely delivery of compliant RFI, sources sought and proposal responses.

Task order delivery

  • Manage sub-contractor relationships
  • Ensure compliance with personnel and financial conditions of the contract,
  • Ensures contract-specific projects, including Contract Data Requirements List (CDRL) requirements are completed accurately and within schedule and budget.
  • Comply with contract reporting requirements

Required Skills

  • Former Air Force service (preferred)
  • Active DOD Secret (preferred)
  • Shipley training or equivalent (preferred)

Education & Experience

  • Bachelors degree with MBA preferred
  • PMP, ITIL certification
  • 5+ years of directly related experience including business development, sales, and capture management in DoD IT solutions and services sector, predominantly within the Air Force
  • 5+ years of Government Contracting, Program Management or Air Force/DoD equivalent experience.
  • Prior experience with IDIQ management including IDIQ contractual and performance management;
  • Experience with key IDIQ Contracts such as NETCENTS Application Services or NECTCENTS NETOPS (preferred)
  • Prior experience supporting Air Force Life Cycle Management Center (AFLCMC) including an understanding of the Business And Enterprise Systems (BES) Directorate (preferred)
  • Federal acquisition management and procurement experience with IDIQ vehicles and related Blanket Purchase Agreements and Federal Contracting Schedules.
