Job Summary
The Contract Manager provides contract closeout support services to the federal government contracting offices. Candidate will provide on the job training to team members in support of post-contract award using the FAR (Federal Acquisition Regulation).
Primary Duties

- Provide on the job site training to all team members to support the mission of the government contract closeout. This will include payment and delivery research, document interpretation and preparation, and scanning of prepared government contracts and presenting to a warranted government officer for closeout.
- Manage and control the transportation, transfer, and final disposition of sensitive government contracts. The supervisor is 100% accountable for all government documents included in each folder. There is 100% accountability for coordinating, inventorying file contents and tracking disposition of the file from the time that it is received and accounted for through the closeout procedure to certified destruction, if required.
- Develop, produce and maintain measurement reports to reflect productivity of the closeout process. The PWS (Performance Work Statement) requires weekly manpower reports, closeouts in process reports. The information contained in these metric reports is to include contracts received, contracts closed, and status of contracts being processed.
- Perform cross training for each team member in an effort to maintain performance consistency for the work group.
- Develop and maintain a procedure for the Contract Closeout Specialists to receive in and review all files upon arrival and inventory the contents in an effort to ensure that the files are received match the PWS.
- Perform related duties and responsibilities as assigned/requested.
Additional Responsibilities
- Assist in establishing and maintaining the metrics required to determine the process and time required to present a contract ready to be closed.
- Prepare and submit manpower reports for both NIB and COR.
- Establish and maintain liaison relationship between all external and government
customer, COR (Contracting Officer Representative) and contract closeout staff. Provide reports to COR for contracts presented to be closed out. - Supervise assigned personnel to include recruiting, hiring, training and completing performance evaluations
- Maintain procedures to restrict access to contract files and information as required in the PWS.
- Meet goals and timelines established in the Quality Control Plan as specifies in the PWS and QASP.
- Develop metrics/reports as necessary to comply with all deliverable reports stated in the PWS for reporting requirements.
- Manage all contractor required office computer hardware and software components on site.
Qualifications: Education, Experience, Certification(s)
- Bachelor’s degree, must have 24 semester hours of business related curriculum.
- Must have a valid state driver’s license.
- Must be a United States citizen.
- Must have a minimum of 5-10 years’ service as a 2 warranted 1102 Contracting Officer or 5 years government contracting and procurement experience. Provide history of employment reflecting a minimum of 5 years government service in contracting.
- Mdcfust possess management level skills to include a minimum of 5 years’ experience as a manager of 5 or more employees.
Knowledge, Skills and Abilities
- Demonstrated knowledge of FAR (part 4,804), DFARS, DFAS, and DCMA requirements for government Contract Closeout policies and procedures.
- Knowledge of MS Office as well as SPS/Procurement Desktop Defense (PD2), Federal Procurement Data System-Next Generation (FPDS-NG). My Invoice and Contract Manpower Report or equivalent experience in government/commercial finance applications.
