Description of Duties/Essential Functions

POSITION OVERVIEW:
The Illinois Department of Innovation and Technology (DoIT) is seeking a Business-to-IT Alignment Manager to join its Enterprise Applications team. The Enterprise Applications team’s mission is to deliver best-in-class innovation to client business agencies. The ideal candidate will be a strategic and solution-oriented leader who is able to ensure information technology solutions are aligned with business needs. POSITION ESSENTIAL FUNCTIONS:

35% 1. Serves as the Business-to-IT Alignment Manager, playing a key role in structuring statewide enterprise applications in terms of its governance structure, business processes, and business information, with delegated authority to resolve administrative problems and integrate programmatic improvements for assigned applications.

  • Participates in the formulation and strategic planning of Division policies, procedures, standards and on assigned statewide technology transformation initiatives.
  • Analyzes customer business needs and translates them into application and operational requirements.
  • Identifies strengths and weaknesses in enterprise application capabilities and suggests areas of improvement.
  • Elicits requirements and critically evaluates information gathered from multiple sources.
  • Analyzes gaps or changes enterprise application capabilities and presents the business case for action with quantified impact, manual workarounds, and automated options, including pros and cons.
  • Directs the ongoing development of enterprise organizational resources.
  • Makes recommendations to the Division Manager for planning, directing and coordinating related functions and activities for delivering enterprise application capabilities.
  • Coordinates new policies and procedures for assigned applications.
  • Integrates approved operational programmatic improvements within the Division.
  • Prepares and monitors action plans, coordinates the development of goals and objectives for operations among enterprise application areas, and provides progress and key programmatic performance reports to ensure compliance with stated objectives.
  • Develops model-based representations such as Business Reference Models and Application Capability Reference Models.
  • Establishes, monitors, and controls key performance indicators (KPIs) and service level agreements (SLAs).

2. Serves as a special program director for scenarios requiring immediate and definitive action for an enterprise application, with delegated authority to organize, recruit, and build task force units to meet a wide and divergent set of problem areas.

  • Assigns tasks, defines, and coordinates such problem-solving programmatic endeavors.
  • As directed, heads ad hoc committees, representing the Division and/or Division Manager to other agency personnel, state or federal agencies and constitutional offices.
  • Performs special reviews of sensitive issues relating to enterprise application capabilities and prepares reports and recommendations to the Division Manager on the findings.
  • Enters into sensitive negotiations of a problem-solving nature, making decisions required to complete the project assigns.
  • Travels to attend meetings and conferences.

3. Reviews and comments on reports, grant requests, and policy revisions:

  • Confers with technology staff, including business and quality assurance analysts, IT division managers, enterprise application stakeholders (state agency and constitutional office staff) and others engaged in planning, assessing and monitoring aspects of the enterprise architecture model.
  • Confers with other state and federal agencies regarding contracting for services and other operational issues.
  • Shares available financial, planning, and reporting information with other Division managers.
  • Develops cost estimates and projections for proposed enhancements to enterprise applications.
  • Prepares sensitive correspondence and issue or position papers for the Division Manager.
  • Drafts specifications and operating procedures.
  • Participates in the development of contracts with consulting firms.

4. Serves as full line supervisor:

  • Assigns and reviews work.
  • Provides guidance, training and mentors assigned staff in career path progression and personal development.
  • Counsels staff regarding work performance, quality of work, and professional conduct.
  • Determines staffing needs to achieve program objectives and reassigns staff to meet day-to-day operating needs.
  • Establishes annual goals and objectives.
  • Approves time off.
  • Adjusts first level grievances.
  • Effectively recommends and imposes discipline, up to and including discharge.
  • Prepares and signs performance evaluations.
  • Determines and recommends staffing needs.

5. Serves as manager/project leader of various agency subject matter experts (SME’s).

  • Manages complex IT/Business projects.
  • Manages product life cycle.
  • Determines project components.
  • Assigns, reviews, and controls the work of staff assigned various time-limited projects.
  • Provides expertise, guidance and direction to staff relative to the project activities.
  • Reviews results and incorporates individual components of project into the final product.

6. Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Requirements

1. Requires knowledge, skill and mental development equivalent to completion of four (4) Years of college.
2. Requires four (4) years of progressively responsible IT management and administrative experience
3. Requires two (2) years experience in the planning and deploying of business and IT initiatives.

PREFERRED QUALIFICATIONS:
1. Experience with analyzing customer business needs and translating them into application and operational requirements.
2. Experience with strategic planning.
3. Experience developing model-based representations such as Business Reference Models and Application Capability Reference Models.
4. Experience performing product life cycle management.
5. Experience managing complex IT/Business projects.
6. Experience establishing, monitoring and controlling key performance indicators (KPIs) and service level agreements (SLAs).
7. Experience in IT service operations.

CONDITIONS OF EMPLOYMENT:
1. Requires ability to travel

3. Requires ability to work at various times outside of normal office hours to meet deadlines
4. Requires ability to pass a background check
