Job Description
Under the leadership of the Vice President for Student Affairs, the Associate Vice President (AVP) for Student Financial Services provides leadership to ensure strategic financial aid packaging as an enrollment planning and strategy initiative: develops policies and protocols for effective and timely packaging, awarding, and managing student financial services: ensures compliance with federal and State laws, NSHE Board of Regents regulations, and donor restrictions: and, ensures compliance with all audit requirements and certifications. Job duties include, but are not limited to:
- Responsible for maintaining Title IV Participation Agreement with the U.S. Department of Education. Submits new programs to Northwest Commission on Colleges and Universities (NWCC) for approval of funding and ensures compliance with Title IV aid programs. Manages annual budget process for department.
- Approves and monitors office expenditures. Responsible for setting up automated budgeting and packaging in financial aid software.
- Monitors fund balances in institutional computer system and external systems.
- Takes appropriate action to maximize usage of grant funds and to prevent over awards. Administers satisfactory academic appeal (SAP) evaluation and oversees appeal process for students seeking reinstatement of financial aid eligibility.
- The AVP supervises the Assistant Director of the Veterans Education and Transition Services ensures they are compliant with VA regulations, certifying veterans’ educational benefits and enrollment and required by the veteran’s administration.
- Instructs students and parents on the application for loans or scholar ships. Has knowledge of available private, state, and federal financial aid programs.
- Provides input to strategic decisions that affect the functional area of responsibility and may give input into developing the Student Affairs Division budget.
- Supervises, trains, and evaluates department staff; works with staff to assign responsibilities, determines department priorities and procedures, and ensures cross-training occurs.
The AVP works to ensure effective college wide communication in support of the Student Financial Services and Veterans Education Transition Services. The AVP manages and administers all aspects of CSN student financial aid program and oversees the critical flow of all grant, loan, and scholarship dollars to proper entities as required. This incumbent will manage a staff of professional and classified and has budgetary responsibilities for over 150 federal, state, institutional and endowed scholarship and revenue accounts. Supervises, trains, and evaluates department staff; works with staff to assign responsibilities, determines department priorities and procedures, and ensures cross-training occurs. The AVP will evaluate assigned areas of responsibility, and provide leadership in planning, evaluation, and assessment of student outcomes. The AVP collaborates with other AVPs within the Student Affairs division to improve communication. The AVP may oversee additional programs as assigned by the Vice President of Student Affairs.
Required Qualifications
- Master’s degree in a closely related field, 5 years Student Financial Aid administrative experience, 3 years of related supervisory and 3 years of upper management OR an equivalent combination of education and experience .
Preferred Qualifications
- Knowledge of Nevada Board of Regents Handbook, State and institutional student financial aid regulations Knowledge of federal laws (Higher Education Act, Code of Federal Regulation, FERPA).
- Knowledge of SFS Operating Budget Management Knowledge of SFS Financial Aid Accounts Management Computer/Management Information Systems Skills.
- Knowledge of Veterans Services Certifications and requirements.
- Experience with financial aid packaging, disbursement criteria, and packaging as an enrollment strategy Knowledge of Staff Management and Administrative Procedures.
- Excellent Communication Skills (written, verbal, public speaking) Experience working effectively with diverse staff and client populations Knowledge of common accounting practices.
- Experience managing large, urban financial aid office operations.
- Experience developing polices and protocols to ensure compliance with Federal, state, and Regent’s regulations.
- Experience developing optimum application, award, and disbursement schedules.
- Experience developing evaluation protocols, evaluating operations, using data to ensure operation remains in compliance and is responsive to student needs.
- Experience working with college offices in developing registration schedules and information pieces Experience developing strategic plans for operations, staffing and programs.
- Experience with enrollment management services, admissions processes, and registration operations.
