The Assistant Vice President, Planning Design & Construction provides strategic leadership, coordination, and administrative oversight to facilities planning and design & construction and the development of long-term strategies to meet the needs of the System. As a leadership position, the AVP will work closely with senior leadership at the corporate level and across multiple hospital campuses to provide strategic direction to all projects and planning efforts. The AVP will supervise direct reports and indirectly support additional staff within PDC, Real-estate, and POM. This group oversees on average $200 million a year in capital project and is currently in a major masterplan engagement which will double that volume for years to come. Essential Functions
- The AVP will oversee all Planning, Design & Construction activities to ensure that department and Atrium System needs are met.
- S/he will help develop and define the infrastructure of the department;
- Determine areas of potential cost reductions, program improvements, and policy change; evaluate initiatives for strategic impact and/or expected outcomes; establish and implement departmental policies, goals, objectives, and procedures, conferring with system leadership and departmental staff members as necessary;
- develop, assign, and develop comprehensive plans, processes and programs to continuously improve the organization;
- align resources, delegate authority, and set milestones; and develop and train staff as needed and track progress of projects.
- The AVP works closely with the VP, other PDC AVPâs for Facilities Operations, and other senior level staff both in the department and within the System to provide strategic direction to the group for which she/he is responsible.
- The AVP is responsible for the progress and quality of all construction projects.
- The AVP will oversee and coordinate all activities associated with project planning, design, and construction, and oversee the processes responsible for managing, supervising, and contracting with consultants, contractors, and vendors associated with all construction, renovation and repair projects.

The AVP is also responsible for the development, implementation and direction of a planned project selection and cost estimating for both short and long term facility needs.

The AVP will ensure that all legal and departmental standards are met; develop and maintain relationships with all the City and State Agencies, regulatory and enforcement offices, other committees and boards responsible for the permitting, and a variety of local community groups; and oversee the process of negotiating with, selecting, and maintaining relationships with appropriate vendors and outside contractors.

The AVP will develop and monitor metrics to assure the organization is operating efficiently and effectively serving client and departmental needs.
Physical Requirements
Work requires walking, standing, sitting, lifting, reaching, stooping, bending, pushing and pulling. Must be able to lift a minimum of 50 pounds shoulder high. Intact sense of sight, hearing, smell, touch and finger dexterity. Critical thinking and ability to concentrate for long periods of time. Must be able to respond quickly and appropriately in stressful situations.
Education, Experience and Certifications
Requires a Bachelor’s degree in architecture, engineering, or a related field (Master’s degree preferred).
Licensed architect in the State of North Carolina.
15 years of progressively responsible management experience.
Considerable knowledge of budget practices, employee management, and working with vendor contracts and services.
Must have knowledge of applicable Building and Fire Codes. Complex, institutional experience required.
