Overview:[
Vice President, Technical Leadership and Innovations (VP-TLI) is a top leadership position within Jhpiego. The VP-TLI leads a multi-disciplinary team of more than 70 staff focused on driving impact in a number of technical core areas: HIV/AIDS, Malaria, MNCH, reproductive health and family planning and in the following critical emerging areas: non-communicable diseases, women’s cancers including cervical cancer and breast health, primary health care, self-care, safe surgery, and immunizations. The TLI-VP is responsible for working across technical and country teams to prepare Jhpiego for transformational innovations to address local problems and priorities including cross cutting themes such as capacity building, technology, gender, policy, advocacy, health system strengthening, human resources development, actionable data and learning. With the Leadership Team and staff, the VP TLI continuously improves the culture of quality and innovation across Jhpiego and supports teams to deeply analyze their problems and identify disruptive solutions including new business models, policy breakthroughs, novel service delivery models and new products.
The VP-TLI builds, maintains and nurtures relationships at the highest level at global, regional and country level including entities within Johns Hopkins University (JHU) and with other universities, institutes, private sector, governmental bodies, donors and international agencies. The VP-TLI proactively engages with governments, donors and private sector actors to build sustainable and scalable high impact interventions. Along with these stakeholders, the VP-TLI builds and nurtures relationships with JHU leadership, departments, and faculty to foster collaborative partnerships.
The VP-TLI leads a dynamic team of technical leaders to provide “best in class” technical support responsive to country needs and in pursuit of impact. The VP-TLI leads the team to ensure quality in programming, to anticipate emerging public health trends and to shape a public health agenda to save lives. The VP-TLI provides strategic, technical, management, and administrative leadership and direction and maintains responsibility and accountability for executing human and financial resources to achieve strategic priorities. The Vice President supervises and coaches a number of Senior Directors, Directors and the Management team to implement the vision in pursuit of technical excellence and widespread impact.
]Responsibilities:
- Provide vision, leadership, and strategic direction to a multi-disciplinary team to support the delivery of best in class global technical leadership, new design thinking and innovation
- Provide the vision, set the priorities and deploy human and financial resources to develop and implement annual TLI workplans, measurement and reporting
- Provide overall leadership for all technical and innovation functions worldwide and provide guidance on all dimensions of programming, including technical capacity building and strategies to optimize use of technical expertise globally including but not limited to: technical training and professional development needs of headquarters staff, country directors and their staff
- Strengthen Jhpiego’ s visibility and reputation at country, regional and global levels as a leader in quality programming, policy and advocacy, and technical and program innovation in ways that further Jhpiego’s mission and revenue mobilization efforts
- Develop and foster new relationships to grow Jhpiego’s portfolio in key areas, assure its reputation as a “best in class” implementing partner and to influence the global development agenda
- Represent Jhpiego in high-level global convening events; guide Jhpiego’s technical partnerships, alliances and relationships with global organizations to ensure the adoption of appropriate public health policies
- Provide strategic guidance to maintain Jhpiego’s leadership and competitiveness globally
- Identify growth areas for the organization and develop strategies to achieve these objectives
- Provide leadership for ongoing priorities including supporting efforts to strengthen Jhpiego’s position as a premier global leader in the use of data science, actionable measurement, learning and adaptive management to achieve impact in programs.
- Oversee and provide strategic input to the Department’s technical Supervise Senior Technical Directors and relevant Unit Directors of the Department to assure alignment with Jhpiego’s overall strategies and priorities and to ensure technical assistance is well-coordinated and responsive to country needs
- Provide exemplary management and feedback consistently providing coaching, mentoring to direct reports and staff to deliver on their impact goals and key results

Ensure alignment and coordination with other departments across the organization including:
- Global Programs Operations (GPO) to plan, implement and evaluate the technical review processes to assure quality implementation
- New Program Development Office (NPD) to provide technical direction support for proposals
- Global Engagement and Communications Office (GECO) to further Jhpiego’s priorities in branding, visibility, and mobilization of financial and other resources
- Serves as a member of Jhpiego’s Leadership Team
- Lead and organize (in coordination with GPO) annual, quarterly and other periodic reviews in a coordinated manner to achieve relevant technical objectives (as articulated in the measures of success) related to the goals of the Jhpiego Strategic Plan in a manner which enhances success, individually and together, for the Technical Leadership and Innovations Office
- Coordinate the effective participation of all TLI units into the Jhpiego annual planning, implementation and monitoring and evaluation exercises through the Leadership Team Quarterly Review process (three times per year) and other special exercises as required
Required Qualifications:
- Advanced degree in medicine, public health, management, or business
- 20+ plus years of progressively responsible experience in international health especially in technical and programmatic leadership and innovation
- Proven track record of success in shaping global policy and Global Health agendas
- Proven track record in generating grants, awards, and funding for Jhpiego’s core areas
- Track record working in countries in Sub Saharan Africa or Asia and strong donor engagement with USAID, foundations and private sector
- Proven track record in managing a large, senior-level team, attracting, managing, mentoring and retaining highly qualified professionals especially people of unlike minds
- Experience must include a leadership role in an international NGO or funder including USAID or foundation and health technical and program leadership in one of the following areas HIV, Malaria, FP, maternal and newborn health
- Strong understanding of new design thinking, human centered design and a track record participating in co-creations with donors and/or private sector organizations
- Demonstrated ability to work collaboratively with leadership team members and health technical and program staff along with external partners and sponsors in a complex organization, including demonstrated ability to make timely and effective strategic decisions and obtaining effective buy-in from colleagues and staff
- Proven planning and management skills with a successful track record of mentoring and staff development
- Experience working or living in a developing country highly preferred
- A healthy disregard for the impossible and interest in promoting blue sky thinking
