]Responsibilities and Qualifications:
The Vice President of Finance reports to the CFO, Central Region with a matrix reporting relationship to the community hospital and clinic Presidents and is responsible for the direction and leadership of the finance function for the Mercy local community. Oversight responsibilities include internal/external departmental and consolidated financial reporting, audit support, financial planning and analysis, operating/capital budget development and direct finance support to the senior leaders of the community and senior finance leaders within Mercy. Responsible for the oversight of timely and accurate preparation of the financial statements and financial functional areas of the community’s Hospitals and Clinic. Specific oversight responsibilities include annual operating/capital budget preparation, support of the successful completion of the annual external audit, and support of Mercy-wide finance functions to ensure tax and other regulatory compliance. Seeks the support of all departments and services in maintaining strong fiscal controls and is responsible for overall fiduciary oversight and financial input made in each business/ministry unit. This position supports various Mercy-wide finance functions related to cash management; processing and payment of invoices; accumulation of compensated time related payroll processing; budget coordination and consolidation; reporting of productivity and labor utilization; reporting of statistics and reporting of financial results. Direct supervision over decision support financial analysts who prepare financial pro formas, service line analysis and reporting tools to track volume, revenue and cost trends. Oversees systems of internal control and coordinates closely with Mercy Internal Audit and Compliance to be sure appropriate internal controls are in place. Provides financial analysis for special projects. Provides daily supervision and staff development plans for direct reports and will perform duties and responsibilities in a manner consistent with our mission, values and Mercy Service Standards. Performs other duties as assigned.
- Oversees the day to day operations of the finance department providing strong professional leadership
- Interacts with community leadership and physicians to provide financial information, trends and analysis to assist in operational and strategic decision making
- Meets with Director/Manager of Accounting regularly to support activities of the department
- Reviews and develops 90-day work plan with the Director/Manager and provides input for future goals
- Oversees the local community’s systems of internal controls and tests controls as necessary to ensure they are properly in place and function effectively
- Works with Hospital and Clinic Administration to provide necessary financial reporting to manage activities
- Supports Mercy Revenue Management in the preparation of Medicare and Medicaid cost reports
- Oversees regulatory reporting to ensure completion in an accurate and timely manner
- Works with Mercy Finance peers to provide education to department managers in financial management
- Reviews account balances and financial statements monthly for identification of unusual variances and communicates concerns to Administration
- Plans and coordinates the process of annual budget preparation and consolidation for the hospital and clinic
- Provides guidance to directors in preparation of their individual budgets
- Assists in the cost vs. benefit analysis for major capital expenditures and other significant operational changes (e.g. new programs, clinic locations, etc)
- Maintains a 5-year financial forecast for expected operating results and capital expenditures
- Direct supervision over decision support financial analysis staff and operations
- Supports effort to develop and implement an effective system of cost accounting
- Leads effort to automate internal reporting processes and provide effective, easily accessible and useful management tools
- Serves as keeper of official financial reports and statistical information for the Hospital and Clinic
- Leads effort to develop and maintain financial and statistical information by primary service lines
- Assists Administration in tracking trends that impact the financial viability of the Hospital and Clinic
- Works effectively and closely with the community President, Chief Operating Officer, Chief Nursing Officer, Executive Director of Patient Access, Accounting and Revenue Management staff

Other Skills and Knowledge:
Advanced computer knowledge, financial analysis, healthcare billing and reimbursement knowledge, capable of explaining financial matters in layman’s terms and educating non-financial oriented managers in basic matters.
