Plan, direct and organize the efficient administration and operation of municipally-owned potable water, electric, waste water, storm water, solid waste and rail utilities.

Essential Job Functions
  • Plan, organize, prioritize, and direct the activities of the department. Ensure the total operational effectiveness of the department. Conduct performance evaluations, counsel, discipline, hire and terminate staff.
  • Submit recommendations to the City manager and City Council concerning the adoption and amendment of ordinances related to water, electric, and rail operations.
  • Represent the Utilities Department at City Council meetings and prepare all required reports and presentations.
  • Serve as principal staff member of the Water & Light Advisory Board.
  • Serve as the Water and Light Director as provided in the city charter.
  • Represent the City at meetings and conferences involving potable water, electric, waste water, storm water, solid waste and rail utility operations.
  • Plan, estimate, project, and recommend needed potable water, electric, waste water, storm water, solid waste and rail services and facilities in accordance with future growth and development of the community.
  • Oversee the specification, requisition and maintenance of all department equipment, property, buildings, and facilities.
  • Direct the preparation and administration of department budget.

Ancillary Job Functions
  • Coordinate departmental activities to ensure conformance with federal, state, and local regulations. Direct strategic planning for department and participate in strategic planning for the City.
  • Serve as legislative liaison lobbying both state and federal governments.
  • Provide technical services, guidance, and/or advice to other municipal departments, boards, and commissions.
  • Perform other related duties as assigned.

Education and Experience – An equivalent combination of education, training and experience will be considered
  • Bachelor’s degree in Engineering, Management or Business Administration required.
  • Minimum of ten years of progressive experience in public utilities.

Knowledge, Skills and Abilities which may be representative, but not all-inclusive of those commonly associated with this position
  • Thorough knowledge of utility financial management, rate design, and cost of service and resource planning.
  • Thorough knowledge of prevailing laws, regulations, and present trends related to potable water, electric, waste water, storm water, solid waste and rail utility operation.
  • Thorough knowledge of effective managerial practices and methods, and the ability to plan, organize, prioritize, coordinate, assign, and evaluate the work of subordinate employees.
  • Ability to manage enterprise operations and major capital improvement projects.
  • Ability to establish effective working relationships with administrators, employees, legislators, boards and commissions, media representatives, and the general public.
  • Strong written and verbal communication skills to effectively convey complex issues to various audiences.
  • Ability to effectively organize and prioritize work as well as concentrate on multiple tasks simultaneously.
  • Ability to work under general supervision and make responsible decisions.
  • Ability to use good judgment and think quickly and rationally in difficult or stressful situations.

  • General office conditions. Exposed to moderate noise levels.
