inimum Qualifications

  • Master’s Degree in school administration plus considerable progressively more responsible experience in special education, teaching or related services activities and supervision or administration at the level of Coordinator I or higher.
  • Postgraduate Professional License with endorsements in one or more special education modalities and in administration or supervision.
  • Comprehensive knowledge of the federal and state laws and administrative mandates, and court decisions regulating special education.
  • Comprehensive knowledge of the principles and practices of school administration.
  • Comprehensive knowledge of the principles and theories of education of children with disabilities, including knowledge of the variety of modalities, and the breadth of special and related services required.
  • Thorough knowledge of the organization and operations of public school systems.
  • Ability to develop, implement, and evaluate a comprehensive special education program.
  • Ability to manage fiscal, physical, and human resources to successful direction of the function and programs of the special education department.
  • Ability to direct, assess, and evaluate the work of a wide variety of professional and paraprofessional staff coordinators and through subordinate specialists.
  • Ability to communicate effectively, both orally and in writing and to present, explain, and defend programs and school policies and procedures to parents, the community, school officials and staff.
  • Excellent interviewing, supervision, data collection, and report writing skills.

ature of Position

  • Administers the special educational services for children in Norfolk’s public schools with disabilities, including students with specific learning disabilities, emotional disabilities, autism spectrum disorders, orthopedic impairments, visual impairments, speech and language impairments, hearing impairments, deafness, deaf-blindness, traumatic brain injuries, students with multiple disabilities, intellectual disabilities (mild, moderate, severe, and profound), other health impairments, developmental delays, students receiving services in private facilities, hospitals, and who are homebound.
  • Prepares plans developed cooperatively with department staff, with other school personnel, and with the community as appropriate for the optimum provision of psychological, social work and educational diagnostic services.
  • Organizes the department and assigns programs to provide optimum delivery of services to exceptional and nonexceptional children.
  • Coordinates the activities of personnel assigned to the Department, personnel assigned to programs under the direction of the Department, and community agencies to provide optimum delivery of services to exceptional and nonexceptional children.
  • Plans, organizes and directs activities of department staff; interviews and recommends selection of staff; evaluates performance; reviews work assignments; recommends promotions, reassignments, transfers and disciplinary action.
  • Maintains budgeting and accounting procedures necessary for the operation of the department and the programs under the direction of the Department.
  • Prepares and disseminates reports necessary for planning and evaluation.
  • Makes decisions necessary for the effective operation of the department and the programs under the direction of the Department.
  • Prepares the Special Education Annual Plan.
  • Prepares the annual federal budget based on the entitlement of federal Title IV-B monies, monitors the use of the money and assures that funds are used within the federal guidelines.
  • Maintains staff development activities for all members of the staff and for the provision of in-service training in the area of special education for administrators, regular education teachers, and parents.
  • Coordinates the activities of the Special Education Advisory Board.
  • Serves on the Director’s Advisory Board for the Southeastern Cooperative Educational Programs.
  • Serves as ad hoc board member to the Special Education Support Network for parents and teachers of children with disabilities.
  • Performs related work as required.
