Job Summary
Enterprise Advisors is a mission-based consultancy focused on delivering capacity building and technical assistance in partnership with Federal agencies, units of local government, public housing authorities, nonprofit organizations, philanthropy, and other sources. We work with partners to improve the capacity, outcomes and impacts of community development and housing programs and organizations nationwide so that all people have a place to live, grow and thrive. This Program Director position will serve on the Public Housing Revisioning team, overseeing a portfolio of projects to support Public Housing Authorities to better serve their residents and work more effectively with their local partners.
The successful candidate will bring a subject matter expertise on public housing, PHA programs and administration in areas of Public Housing, Housing Choice Voucher Programs, Capital Fund, RAD and Asset Repositioning strategies and various PHA programming areas in addition to other community development topics and will demonstrate the desire to embed these values in TA engagements across multiple program lines. The work will involve continued integration of principles of opportunity, fair housing, place-based investments and equity into the broader array of Advisorsâ work with local housing departments and other agencies, public housing authorities, and nonprofit community organizations. For some assignments, the Program Director may serve as the team lead or as a team member providing subject matter expertise. The position will be based in Washington, DC and will report to a Director.
Job Responsibilities
- Manage a portfolio of the PHR teamâs work.
- Select and manage team members for TA assignments from a roster of Enterprise staff, consultants and subcontractors.
- Serve as a team leader and/or team member in response to proposals, TA assignments, including the delivery of TA on one or more subjects.
- Prepare RFP responses, work plans and budgets for proposals and/or TA engagements.
- Coordinate the work, as required, with agency personnel, other Enterprise managers, clients, and TA recipients.
- Develop and maintain excellent working relationships with team leaders and team members for a portfolio of current and future projects.
- Assist with the identification of new business opportunities, support the preparation of proposals to secure funding for additional TA work, and recruit additional staff and subcontractors as required to participate in those TA assignments.
- Engage with and/or represent Enterprise with industry peer groups.
- Assist with the preparation of monthly, quarterly and annual activity and financial reports.
- Demonstrate superior judgment in all aspects of work; is highly creative and generates substantial new program ideas.
- Provide internal and external leadership to identify key issues and to gain and maintain support for collaborative solutions.
- Proven ability to manage staff and handle difficult individuals/situations.
- Assist with refinement of written policies and procedures.
- Perform other duties as assigned.
Qualifications
- An undergraduate degree, with preference for a graduate degree.
- A minimum of five (5) years of experience in Federal, state and/or local affordable housing and/or community development programs.Strong preference for HUD and other Federal agency programs for housing and community development, such as HUDâs CPD, RAD, Fair Housing and/or cross-programmatic grantees. Direct Public Housing Authority experience preferred.
- Experience in urban and rural housing and community development; proven commitment to the affordable housing and community development field, with a preference for experience in developing and managing new lines of business for an organization.
- Experience in working with and analyzing local and national data on neighborhood indicators and demographics, to help communities better understand complex housing needs and market conditions.
- Experience with designing and managing outcomes-focused TA activities or other community development activities preferred.
- Demonstrated ability to anticipate needs and solve problems, prioritize conflicting demands, plan work effectively, maintain effective working relationships with diverse partners and clients, and meet deadlines with minimal supervision.
- Excellent written and oral communication skills. Ability to edit and proofread.
- Experience with mapping data, indicators and community assets preferred but not required.
- Excellent computer skills including proficiency with Word, PowerPoint and Excel.
- Ability to travel to out-of-town work sites, as required.
