Job Overview
The Substance Use Treatment Programs serve adult outpatient clients both on-site and expanding to designated field locations. The primary funding source is SFDPH.
The primary responsibilities of the Outpatient Substance Use Treatment Services Manager are providing supervision and leadership to the Substance Use Service treatment team, as well as to provide excellent direct client care as needed. The primary objective of the Supervisor is to help ensure the provision of quality client care, program expansion, and effective team performance to meet agency goals.
Key Responsibilities
Direct Service
- Provide clinical supervision to Counselors providing individual, group, field-based, and family treatment.
- Work as part of a treatment team in collaboration with the psychiatrist, therapists, case managers, and other team members.
- Assist in crisis and symptom management within assigned programs by providing 24-hour, 7 days per week after-hours coverage and/or on-call supervision on rotation with other supervisors.
- Ensure the development of effective individualized treatment plans and monitor consumer progress in the SUD Services program.
- Maintain documentation in compliance with agency policy and procedures, HIPAA, and funder standards (DMC) and requirements.
- Ensure compliance of consumers’ charts and other related documentation to the agency and County standards for quality and timeliness.
- Take a lead role in the development and implementation of program expansion goals.
- Arrange work schedule in accordance with the agency’s needs.
- Attend regular staff meetings and other meetings as assigned.
- Meet expected performance hours as assigned.
Treatment Oversight
- Assist with the clinical supervision of a multidisciplinary team.
- Responsible for ensuring that all treatment services provided and supervised are strengths-based, trauma-informed, and culturally competent services.
- Responsible for ensuring that all treatment services are provided in an ethical and legal manner.
- Responsible for ensuring that own and supervisee’s documentation is submitted in accordance with program requirements and in compliance with all regulatory requirements and Prototypes’ policies and procedures.
- Ensures own clients and clients of supervisees receive integrated behavioral health treatment in collaboration with medical, mental health, psychiatry, substance abuse staff and others.
- Assumes ownership for any crisis situation as it relates to service delivery and sees it through to completion.
- Assists direct reports in defining career goals and creates opportunities for development.
Program Management Assistance
- Ensures all direct reports are in compliance with Prototypes’ policies, procedures, position expectations, and performance goals.
- Responsible for ensuring compliance with regulatory, contract, and program requirements.
- Responsible for ensuring all assigned direct reports remain in compliance with policies, procedures, and regulations.
- Collaborates with QI and EHR staff to ensure the highest quality documentation is maintained by the treatment team.
Quality Improvement and Training
- Understands and ensures compliance with policies and procedures to manage risk.
- Ensures compliance with HIPAA, 42CFR regulations and all other funding mandates and licensing requirements.
- Ensures Director, program staff and other senior management are informed on quality of care concerns through regular reporting and/or team discussions.
- Ensures all direct reports are properly trained and updated on HIPAA regulations and compliance as well as any other ongoing compliance and regulatory requirements.
Education and Knowledge, Skills, and Abilities
- Extensive knowledge of Title 9 and Title 22
- Experience with CARF Accreditation, State Licensing, DEA regulations
- License preferred, minimum of 3 years’ experience working as a Psychologist, Clinical Social Worker, or Marriage and Family Therapist.
- Proven organizational, time management, and project management skills.
- Experience providing leadership as part of clinical teams treating Substance Use Disorders in comparable size agencies with increasing areas of responsibilities.
- Ability to set team goals, provide timely performance feedback and motivate others.
- Experience providing effective treatment to clients with chronic health problems, substance use disorders, and co-occurring mental health issues.
- Knowledge and respect all confidentiality issues.
- Knowledge of and experience with providing culturally competent services.
- Knowledge of and experience with providing trauma-informed services.

- Strong computer skills, including Outlook, Excel, Word, and PowerPoint
- Excellent written and verbal skills.

- Dependable automobile and insurance, registration and valid California Driver’s License
- Must be able to satisfy requirements for security clearances
- First Aid Certified within 60 days of employment
- CPR Certified within 60 days of employment
Job Type: Full-time
Salary: $65,000.00 to $75,000.00 /hour
