PROFESSIONAL KNOWLEDGE Ensure that university-wide disaster plans are in accordance with industry practices and federal, state, UNC System and local guidelines. Through his/her in-depth knowledge, this employee serves as the ECU subject matter expert in emergency management and business continuity and is a credible and effective advocate for strategic planning and priorities identified. Responsibilities include applying this knowledge to varying situations that may arise as part of the unique university teaching, research and residential environment. It is imperative that this employee stay current on emergent trends within the profession as well as industry standards and legislation. PROGRAM MONITORING AND ADMINISTRATION Plan, manage and expedite all aspects of the emergency management and business continuity programs including mitigation, preparedness, response, and recovery activities. Conceptualize, create and maintain emergency plans and procedures and test these plans by preparing, conducting, and facilitating disaster drills and exercises for university responders and the ECU community. Supervise and direct emergency management/business continuity student worker and other EM team members in priorities that further the mission of the program. Analyze data and recommendations to determine relevancy to ECU as well as assessment of recommendations, selecting those that offer the greatest benefit to the program. Prioritize program and resource needs given the current funding level and strategic direction of the program. TRAINING AND EDUCATION Conduct emergency preparedness training and outreach activities for the ECU community. Design, schedule and facilitate emergency drills and exercises according to HSEEP guidelines and the unique needs of the ECU community. Prepare and analyze after action reports and manage tasks to completion from exercises and assessments to further refine ECU?s emergency response capabilities. EMERGENCY MANAGEMENT AND BUSINESS CONTINUITY COMPLIANCE Conduct occasional compliance audits and inspections as well as extensive compliance checks of written plans in consideration of federal and state guidelines. Perform self-audits and work as part of audit teams to determine program effectiveness. Assist in emergency management and business continuity aspects of IT disaster recovery and security threats and response. Monitor weather continuously and provide regular updates to key EM team members and community during times of severe weather and assist ECU Police in managing large events like football games, commencement, etc. COMMUNICATIONS Routine written and verbal communications to both on and off campus constituents and partners, as well as crisis communications are essential to this position. The individual in this position will use written and verbal communication skills to build relationships and create written plans, marketing materials, press releases and presentations. Additionally, the individual will work closely with other departments to coordinate communications methods available as well as lead or serve on a variety of campus and community committees including the LEPC, Crisis Policy Team, Emergency Management Team and Campus Safety & Security Committee, making presentations and recommendations as necessary. Must remain on call on a 24/7 basis and respond to a variety of emergencies/disasters as needed.
Minimum Qualifications:
Bachelor’s degree in a physical science, biological science, environmental science/engineering, occupational safety, industrial technology or related discipline; or equivalent combination of training and experience. Some positions may require additional training, certifications, or licensure. All degrees must be received from appropriately accredited institutions.
