JOB OBJECTIVE:
Under the joint direction and supervision of the Vice President of Community Based Interventions and the Vice President of Residential and Medicaid Services, this senior leader will oversee the operations of the programs housed in the Mohawk Valley Region. The Senior Director will oversee the basic utilization of each program and manage personnel issues with supervisors and the Human Resources Department. The Senior Director will also monitor for potential areas for agency growth within the region and work in concert with the Vice President of Community Based Interventions and the Vice President of Residential and Medicaid Services to develop additional programming to meet the needs of youth and families. Additional responsibilities will include ensuring a strengths-based, youth-and family-centered focus in all programs and establishing and maintaining collaborative relationships between the agency and regional Local Districts of Social Services, the Office of Children and Family Services, the Office of Mental Health, local Single Points of Access Coordinators, Systems of Care leaders, other regional providers and advocacy groups. This position requires a vast knowledge and understanding of trends in the region and field. The ability to drive transformation while maintaining the vision and competencies of the agency in response to emerging trends is a must.

FUNCTIONS:

? Oversee all programs in the region

? Ensure the smooth and effective functioning of all programs throughout the region

? Manage the utilization of each program within the region

? Act as the primary liaison between the agency and Local Districts of Social Services, the Office of Children and Family Services, the Office of Mental Health, local Single Points of Access Coordinators, Systems of Care leaders, other regional providers and advocacy groups

? Attend all System of Care meetings within the region

? Actively nurture regional relationships in order to expand services

? Oversee clinical staff to provide home and community-based, solution focused evaluation, evidenced-based treatment, treatment planning, therapy, and crisis intervention to children, families and groups. There may be occasions that you are asked to perform direct practice

? Oversee clinical and case management staff to actively participate as part of a team of service providers and others with a focus on well coordinated services for family members

? Serve as a member of the Central New York greater Leadership Team and guide and develop further program growth and success within the agency by creating connections between regions, programs, and departments, and act as a steward for consumer-centered, staff building culture.Perform the basic accountability tasks related to the job which include staff supervision, payroll, compiling and maintaining all necessary records, forms and reports

? Assist in the hiring, evaluation, disciplinary actions involving employees within the region

? Provide on-call support as assigned. Support staff to provide crisis interventions on a 24-hour a day on-call basis

? Assist administrative staff in the collection of information for program effectiveness

? Able to interpret and ensure compliance of policies and procedures within the region

? Responsible for maintaining the privacy and confidentiality of Protected Health Information of service recipients in any form (eg., computer access, conversation, document) during and surviving the termination, expiration or cancellation of employment/association with Cayuga Centers

? Respond in a positive and respectful manner to diversity, among the agency’s service population and staff

? Attend required training

? Read required books

? Responsible for complying with rules and regulations governing access to Protected Health Information under HIPAA. Access to Protected Health Information is limited to the extent required to perform responsibilities effectively and efficiently. No access will be permitted unnecessarily. These essential job functions dictate the level of access, use, and disclosure of confidential information

? Perform other duties as requested by your immediate supervisor, Chief Operations Officer of CNY, or the Chief Executive Officer

Required Experience:

SKILLS/QUALIFICATIONS:

? Licensed Clinical Social Worker with 2 years of staff supervision preferred

? Licensed in Social Work, Marriage and Family Therapy, or Mental Health Counseling with a minimum of 3 years of experience in supervising program staff

? Experience in working with children and families in a community-based setting is required

? Ability and willingness to work with families in an “in-home” context

? Experience with Evidence Based practice preferred

? Knowledge and experience with Family Systems Theory

? Knowledge and experience formulating clinical diagnoses

? Understanding of contracted services as well as Medicaid-billable services required

? Experience in program development for youth and families in the Child Welfare/Juvenile Justice systems

? Ability to engage families or to support staff to engage families who may have been unsuccessful in clinic settings

? Experience in supervision of staff members. Experience in supervision of management level staff preferred

? Experience in the management of utilization and the understanding of Medicaid billing

? Experience working with clinical and case management teams

? Possess the knowledge, skills, and attitude needed to appreciate and encourage diversity, and understand the concept of cultural trauma as it applies to individual and family functioning

? The ability to forge a mutually respectful partnership with youth and families served in which they are helped to gain the skills and confidence to address any issues and problems they face.

? A strong, positive conviction about the capacity of people to grow and change; and

? The ability to work in partnership with other team members.

? Valid NYS Driver’s License

? Vehicle required. Must be safe and dependable

HOURS PER WEEK: Exempt.
