- Thorough knowledge of the objectives and principles of modern public personnel administration.
- Thorough knowledge of the County personnel policies and procedures.
- Considerable knowledge of the organization and functions of County government.
- Ability to develop and administer effective personnel policies and procedures.
- Ability to develop effective programs of personnel services, including but not limited to: recruitment, training, compensation and classification, benefits and grievances.
- Ability to express ideas effectively both orally and in writing.
- Ability to deal effectively with government officials, the public, and employees.
The selected candidate must become a resident of Forsyth County no more than 180 days after the first day of employment as Human Resources Director. Hardship exceptions may be considered for extraordinary circumstances.
- Advise the Board of County Commissioners and the County Manager’s Office on personnel plans and policies.
- Organize and direct the provision of personnel services to all County departments and elected department heads.
- Confer with department heads and employees on personnel problems; provide information and assistance; seek to ensure uniform application of personnel policies.
- Direct the administration of the County’s classification and compensation plans and the revision of those plans to meet changing needs.
- Develop program of recruitment to include interviewing and testing of applicants for positions.
- Oversee the performance appraisal program.
- Direct the administration of the benefit and wellness programs; propose changes to enhance the benefits offered to employees and to ensure compliance with mandated legislation.
- Supervise the talent and development program.
- Develop and maintain the human resources budget.
- Receive and respond to employee grievances; work to resolve problems.
