The *Director of Special Funds Accounting* supports a division of the Controller?s Office, the Office of Contracts and Grants Administration which is responsible for the financial and regulatory administration of all sponsored funding contracts and grants. This position oversees the central post-award accounting team. Post-award accounting is responsible for central post-award accounting, administration, and management of sponsored projects, government, non-profit, industry, and corporate sponsored programs agreements. Day-to-day responsibilities include timely and accurate award budgeting, accounting, financial reporting, invoicing, accounts receivable management, and administration of sponsored project funds from account activation to account close-out. Under minimal supervision, the Director must work closely with all SFA team members, and Appalachian’s principal investigators, deans/department heads, center directors, department administrators, other central administrative offices, as well as affiliates and external partners to deliver and effect change across the organization. Job Duties: * Directs and coordinates activities for the Office of Special Funds Accounting. Oversees subordinates to include establishing priorities. * Responsible to lead, manage, and oversee activities with external sponsors including federal, state, local, private agencies and the processing of subsequent awards. Works closely and effectively to ensure financial obligations are coordinated and met including prior approvals. * Responsible for design, implementation, and effectiveness of a system of internal controls, which provides reasonable assurance that operations are effective and efficient, assets are safeguarded, and financial information is reliable. * Works with Deans, Vice Chancellors, Directors, and other senior leadership to obtain necessary support for administrative actions that impact sponsored awards management and facilitate the introduction of research administration initiatives for faculty. * Identify and recommend system enhancements to minimize obstacles, streamline processes, and increase efficiency of grant and contract related activities. * Provides recommendations for the development of institutional policies, procedures and training that support the goals of pre-award sponsored programs, research compliance, and information technology supporting research administration. * Advocates research administration initiatives among University leadership and the research community. * Seeks input from Deans, Chairs, faculty, and staff in defining, developing, and implementing institutional business processes that effectively encourage and support sponsored activities and compliance. * Monitors sponsored funds and activities according to Federal and state regulations and guidelines, including Federal Office of Management and Budget Uniform Guidance. Interpret regulations and guidelines and advise on policy and procedure development. Evaluate risks and initiates changes where appropriate. Maintain current expertise in all applicable rules, regulations, guidelines and proposed changes to such. * Ensures compliance with applicable laws, regulations, policies, and procedures. Maintains confidentiality as appropriate. * Oversees department budget expenditures and scheduling. Oversees the proposal, financial, and accounting aspects of Appalachian?s sub-awardee monitoring activities, including reviewing the financial risks inherent in doing business with the sub-awardee and reviewing the cost-allowability of sub- awardee invoices and ensuring compliance with Federal regulations and both prime and sub-awardee terms and conditions. * Post-Award- Directs the preparation of required financial and accounting reports to sponsors. Minimum Qualifications:

Contributing: Graduation from a four-year college or university with a degree in Accounting, Business, Finance or other degree closely related to the area of assignment with twelve hours of accounting and three years of professional accounting experience of which at least one is supervisory; or an equivalent combination of training and experience. Journey: Graduation from a four-year college or university with a degree in Accounting, Business, Finance or other degree closely related to the area of assignment with twelve hours of accounting and four years of progressive accounting experience two of which must have been supervisory in nature. Advanced: Graduation from a four-year college or university with a degree in Accounting, Business, Finance or other degree closely related to the area of assignment with twelve hours of accounting and six years of progressive accounting experience, three of which must have been supervisory in nature. (Managers may need more than twelve hours based on position needs.) All degrees must be received from appropriately accredited institutions.
