The Asst. Director of Emergency Management & Business Continuity supports the CMS required continuity of operations planning (COOP) and business impact analysis (BIA) for KC Operations. Develops and implements the overall program strategy, manages its overall financial and operational functions, and provides strategic direction for development of a program to standardize program implementation across hospitals, affiliates and offices of the system. Responsible for coordinating all core business continuity planning activities and serving as the catalyst to ensure the business continuity planning activities are carried out.
Responsibilities

- Responsible for setting the vision and system strategic development, implementation and sustainment of the Business Continuity Program. Responsible for system-wide leadership of business continuity planning (BCP), emergency management and disaster preparedness operations and procedures for the University of Kansas Health System organization. Provides leadership support and coordination for personnel and activities related to emergency and disaster planning, mitigation, preparedness, response and recovery.
- Responsible for leading the daily operation of the program across the system including the design, development, implementation and ongoing support of projects relating to organizational resilience (ie: organizational risk, emergency management and business continuity planning).
- Provides enterprise program policy and framework for emergency management and business continuity plan, conducting annual reviews of plans and providing recommendations.
- Develops and conducts drills and exercises.
- Coordinates resources to complete plans and participate in training.
- Ensures compliance with Joint Commission, ASPR, CMS, HICS, NFPA 1600 and other relevant standards.
- Provides strategic direction in the formulation, implementation and execution of strategic (long-range) planning processes that incorporate performance measures and reporting results to address emergency management / business continuity initiatives.
- Supports the Hospital Command Center to coordinate emergency response activities during a business interruption or disaster. Provides guidance in the resolution of complex problems or issues impacting operations.
- Coordinates with local and state governmental, health care, and law enforcement agencies, i.e., public health and the business community for emergency planning.
- Manages the overall engagement with various federal and state government agency committee and subcommittee meetings including local and/or regional conferences involving existing and future regulatory-related expectations related to BCP.
- Reports to executive staff relative to project status, financial and operational reporting issues, regulatory and compliance concerns, ongoing monitoring efforts and completed assignments.
- Monitors ongoing quality improvement efforts and ensure timely and accurate responses to internal or external requests (also to minimize receipt of any corrective action plans and/or punitive financial penalties and sanctions.)
- Develop curriculum and conducts training on emergency management and business continuity.
- Works on special projects as identified or directed.
- Responsible for coordinating all core BCP activities and serves as the catalyst to ensure the BCP activities are carried out in the most effective and efficient means possible.
- Responsible for collecting and analyzing all pertinent BCP data and information.
- Responsible for writing business impact analysis reports for Health System departments determined to be critical and for the development and oversight of programs to raise awareness within the Health System on BCP issues, guidelines and procedures.
- Comprehensive knowledge and experience with Continuity of Operations (COOP)/BCP planning.
- Knowledge and experience in a healthcare provider environment.
Qualifications

Bachelorâs degree in Disaster Recovery or relevant work experience

Six to Ten (6-10) years of previous experience in continuity of operations to include a minimum of 3 years of experience working with business continuity, risk management, emergency and disaster planning, disaster-related resources and familiarization with national, state and regional standards

3 years of previous supervisory or project management experience

Strong team leadership and consultative skills

Ability to communicate with all levels of the organization

Masterâs Degree preferred

CEM (Certified Emergency Manager) certification

BCP (Business Continuity Planner) certification

Previous experience in continuity of operations specifically in the health care industry
