SUMMARY
Plans, directs, and coordinates the activities of a designated contract or project to ensure that goals or objectives of the contract or project are accomplished within prescribed time frame and funding parameters by performing the following duties personally or through subordinate personnel.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Directs and coordinates activities of the onsite project team to ensure project(s) progress on schedule and within prescribed budgets while ensuring all work is performed within the confines of the contract document. Maintains NASCO’s management system and ensures compliance with all published procedures and policies.
The Senior Project Manager is the onsite signature authority responsible for reviewing, interpreting and signing Delivery Orders, Delivery Order Modifications, Progress Schedules, Subcontract Scopes of Work, Subcontract Purchase Orders and Modifications, Job Sheets, Estimates, Client Scopes of Work, Health & Safety, and Quality Control documentation.
Reviews project proposals and estimates to determine time frame, funding limitations, procedures for accomplishing project(s), staffing requirements, and allotment of available resources to various phases of project.
Conducts job walks, reviews and makes recommendations to Request for Proposals, and negotiates Delivery/Task Orders with client.
Ensures all projects are cleanly closed out, i.e., as-builts, final invoicing, punch list completed and accepted, O&M manuals, keys, etc are turned in to client, and warranty documentation is in place.
Conducts periodic reviews of all on site documentation to ensure compliance, identify training requirements, and coordinate corrective actions as necessary. Serves as site Health and Safety Manager ensuring compliance with all Health and Safety directives.
SUPERVISORY RESPONSIBILITIES
Responsible for the overall direction, coordination, and evaluation of the designated project site. Directly manages Project Managers and indirectly provides supervision to superintendents and up to fifteen subcontractors and/or vendors. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

PREFERRED QUALIFICATIONS
EDUCATION and/or EXPERIENCE
Required: Must possess a Bachelor’s degree from four-year college or university in Construction Management or Engineering (Mechanical, Electrical, Civil, Structural), or Architecture; Five years’ experience gathering, coordinating, directing and negotiating with multiple disciplined subcontractors. Ten years’ experience developing detailed cost estimates and proposals and eight years’ experience as a construction supervisor, project manager, construction superintendent and CQC.
Must be able to show and have experience managing the construction of no less than 40 projects per fiscal year simultaneously totaling a minimum of $25 million.
Five to ten years’ experience and/or training in performing all phases and types of complex Federal Government and commercial construction contracts (i.e. SABER, JOC, MATOC, Task Orders, IDIQ) is highly desired.
Basic computer skills required and a working knowledge of standard off the shelf software applications including Timberline, Progen, or Pulsar estimating software and Microsoft Word, Project, and Excel.
LANGUAGE SKILLS
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, blueprints, scale drawings, schematics, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management, public groups, and/or boards of directors.
