This position is with the South Dakota Department of the Military which works in support of the South Dakota Army National Guard. The working title of this position is Project Manager. The selected individual for this position will manage the design and construction of capital improvement projects associated with the South Dakota Army National Guard’s facilities. This position is based in Rapid City but will include projects throughout the State of South Dakota.

This position is expected to perform professional engineering work on high complexity projects. Successful applicant must be able to work independently and to establish effective working relationships with co-workers, consultants, contractors, and other agency personnel.

An employee in this position will design, review, and recommend approval of construction plans and technical specifications; ensure construction plans and technical specifications comply with Federal and State regulations, codes, and standards; provide construction observation and inspection of building projects to ensure compliance with construction plans and technical specifications; coordinate with other engineers, consultants, and various stakeholders to facilitate participation in project design and construction. In addition, this is a senior level engineering position, the selected individual will be asked to provide techncial assistance to lower level engineers and other co-workers within the office.

This is a 40-hour per week position with a work week schedule consisting of four, 10-hour days, 6:30 a.m. to 5 p.m., Tuesday through Friday. Alternate work schedules may be considered and approved. Work is completed in a typical office environment. Some in-state travel is required for site investigations and construction administration with occasional overnight stays as necessary for long distance and/or multi-day work trips.

The individual selected will undergo a National Security Check to obtain a Common Access Card. Applicants must possess or have the ability to obtain a valid South Dakota driver’s license.


Licenses and Certifications:


Engineering Intern or PE registered in the State of South Dakota.


The Ideal Candidate Will Have:

Bachelor of Science in Engineering (Mechanical, Electrical or Civil) and 1 or more years of progressive technical experience.

Knowledge, Skills, and Abilities:

  • knowledge of building construction methods;
  • knowledge of building inspection techniques;
  • knowledge of principles of effective human relations and dealing with the public;
  • knowledge of federal and state rules and regulations;
  • knowledge of building codes and standards;
  • knowledge of AutoCAD;
  • knowledge of estimating procedures;
  • knowledge of Microsoft Office products;
  • knowledge of engineering principles;
  • broad knowledge of engineering fields including civil, mechanical, electrical, structural and architectural;
  • ability to manage State contracts;
  • ability to conduct field surveys;
  • ability to complete building and site inspections;
  • ability to make recommendations;
  • ability to prepare plans and specifications for public improvement projects for in house designs;
  • ability to manage assigned budgets;
  • ability to provide technical guidance;
  • ability to provide work direction to consultants, contractors and co-workers;
  • ability to coordinate the work of project teams to accomplish agency objectives in a timely manner;
  • ability to assign appropriate priorities to work activities based on organizational goals and situational pressures;
  • ability to complete designs and specification documents in accordance with established regulations, engineering standards, specifications;
  • ability to evaluate, review and approve designs and specifications;
  • ability to establish good relationships with co-workers, consultants, contractors and other agency personnel.
