ANNUAL SALARY RANGE: $53,856.00 – 89,760.00 (Salaries are paid biweekly)

SUMMARY
This position will work in the City of Fort Collins Transfort & Parking Services Department, Planning, Development & Transportation Service Area within Fort Collins to manage multiple projects within the department. This position requires strong organizational, collaboration and analytical skills to ensure successful project outcomes by working with multiple departments, vendors, Project Managers and Transfort & Parking Services leadership team. This position will manage multiple projects at a time varying from major/capital projects, minor projects, and contract administration, while ensuring they follow consistent processes, sustain budget parameters, and provide desired outcomes.


ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.
  • Identify and develop project management methodology, best practices and standards.
  • Proactively identify and highlight business issue concerns and opportunities and develop recommended business decisions based on broad knowledge of best practices and data-supported analysis. Lead implementation of solutions.
  • Collaborate to ensure ongoing development and implementation of the evaluation process and identified results.
  • Manage program project schedule, periodic reporting and progress monitoring.
  • Provide guidance and help build consensus for evaluation related decision-making.
  • Analyze and synthesize data to drive decision-making.
  • Connect Project Managers to standard processes and Lean process improvement methodology.
  • Collaborate with multiple departments and outside sources for successful project implementation.
  • Support new and existing projects through the project management lifecycle, and through the duration of the project.
  • Develop approval process for new/existing projects.
  • After evaluation, present findings to Capital Project Team for approval.
  • Oversee the development, quality, and reliability of multiple data management systems.
  • Provide templates and participate in all phases of project management including, but not limited to: scope, purchasing, project plan, coordination plan, stakeholder involvement, communication plan, risk analysis, quarterly reports, close out or evaluation.
  • Publish and disseminate findings in various formats, targeting specific audiences.
  • Communicate efforts and outcomes to all stakeholder groups.
  • Assist with Council communications and Budget For Outcomes offers.
  • Complete portfolio data analysis and monthly reports.
  • Development of scope of works for programs and projects.
  • Implement Federal Transit Administration funded projects in accordance with award application.
  • Ensure compliance with all applicable laws and regulations.
  • Prepare force account plans.
  • Apply Federal guidance and regulations to projects that are federally funded.
  • Monitor vendor and contractor performance for quality assurance.

This position does not have supervisory responsibilities.

EDUCATION AND EXPERIENCE
Bachelor’s degree in Business, Finance, Accounting, Program Management, or related field from an accredited college or university; minimum of five years of related experience required or equivalent experience that closely aligns to knowledge, skills and competencies of position. Intermediate experience that demonstrates process improvement tools and methodologies to analyze business processes, programs and policies as well as creating recommendations for improvement. Strong facilitation experience to groups over 10 people


LANGUAGE SKILLS
Ability to read, analyze and interpret technical journals, financial reports, and legal documents. Capability to appropriately respond to complex inquiries from executive management, complaints from customers (both internal and external), regulatory agencies, or members of the community. Effectively create presentations and communicate to a wide audience including council, citizens and executive level management.

REASONING ABILITY
Skillful capabilities to identify root cause of problems, transform data into information, draw insightful defensible conclusions and adapt to changing environment by overcoming obstacles. Ability to interpret an extensive variety of complicated technical instructions and communicate/teach meaning and impact.
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.


CERTIFICATES, LICENSES, REGISTRATIONS
Current required certification through Project Management Institute (PMI); Six Sigma certification desirable.
