Required Skills

· A minimum of five (5) years’ experience managing enterprise-level projects/products’

· Experience with a minimum of two (2) projects/products with similar scope;

· Good skills and knowledge of servant leadership, facilitation, situational awareness, conflict resolution, and continual improvement.

· Demonstrate experience performing Scrum work and completing successful projects using agile methodology;

· Experience with using standard project management tools and techniques to schedule, plan, track and manage project performances and cost analysis;

· Excellent communication, mentoring and customer relation skills;

· Ability to perform and organize work in a logical way so that it is executed effectively in a safe and conscientious manner.

Desired Skills

· Demonstrate knowledge and experience with IT processes and procedures

· Experience in managing projects within Agile Scrum environment.

PROJECT OVERVIEW

1. The Department is soliciting services from a vendor to deliver and implement a configurable Commercial off-the-shelf (COTS) system to manage project data and financial information for the Department. Currently, the COTS system will replace three (3) existing system below, and have various system interfaces to other State and Federal systems.

a. Project Scheduling and Management System (PSAMS)

b. Bid Estimate System (iPD)

c. Financial Management System (FinMan)

2. As phase two of the project, the Department are planning to add more modules for other Department Divisions in need of either replacement of an existing legacy system or a new comprehensive automated solution for their business processes. Below are the different functions/divisions identified as part of the additional modules.

a. eBidding System (EBS)

b. Right-of-Way

c. Equipment’s Procurements

d. Transit Operations Management

e. Contract Management

3. The ultimate intent of the Department is replacing all siloed business systems with a single modular and scalable enterprise level integrated cloud system, that will manage all project related information right from Project initiation to Closure i.e. “cradle-to-grave”.

4. This position will be for a Junior Project Manager who will be taking lead in overseeing and coordinating the project; and responsible for the planning, execution and successful implementation of the solution in multiple phases.

SCOPE OF WORK

1. Provide domain, operational and technical expertise on implementation, configuration, maintenance and analysis of a Department wide enterprise level integrated cloud system.

2. Understand the line of business, to take the business vision and translate it into the project vision.

3. Establish a clear scope, defines the extent of the project; – what’s in, what’s out – and sets up and understands approval procedures.

4. Produce clear status reports (clear writing and verbal skills), communicate tactfully and candidly, simplify jargon, make clients aware of all issues, and be an excellent listener.

5. Motivate project team members; set achievable objectives; maintains a positive outlook; take responsibility; make decisions; and provide constructive feedback.

6. Analyze and define a problem, evaluate alternatives, find a solution; and understand how and when to make a choice.

7. Consult and provide advice; facilitate discussion and resolve conflicts; develop relationships with key project stakeholders; establish trust, credibility and respect, and is willing to give more than one will receive.

8. Understands and knows how to use contract project tools, how to create contracts with clear and agreed-upon terms and conditions, and how to administer contracts.

9. Coordinate, implement, test and deliver a project in order to produce an effective working system (or a successful product).

10. Manage project documentation (technical and management) and data (or information) requirements.

11. Understand how to assess, document and manage internal and external project risks; and develop contingencies and mitigation plans.

12. Understand and know how to perform cost/benefit analyses; ensure that all factors are included; maintain focus on budget; and consults with client and management if estimated final costs are close to or above budget.

13. Keep abreast of technological change; ensures effective training and development of team members; and finds the most expedient way to develop the new skills and knowledge required to undertake new projects.
