The Nevada System of Higher Education (NSHE) invites applications and nominations for the position of GEAR UP Director of Programming and Outreach. This is a grant funded, non-renewable, full-time, non-tenured, administrative position that is expected to end in seven (7) years when the grant expires. This position will report to the Vice Chancellor for Community Colleges and may be located in Las Vegas or Reno, Nevada. The NSHE is comprised of eight institutions: two universities, a state college, four community colleges and a research institute. The public system of higher education in Nevada continues to experience growth with significant opportunities in serving over 100,000 students and 15,000 employees.

JOB DESCRIPTION: The focus of the GEAR UP Director of Programming and Outreach will be implementation, management and assessment of the statewide GEAR UP FYE Coordinator and Advisor program which will provide services to 8000+ GEAR UP students in rural locations statewide. This will include monitoring of service/required activities, data collection, supervision of the services provided by NSHE GEAR UP grant staff at NSHE institutions and in the community, and professional development and mentoring of GEAR UP staff.

Initially, the position be a continued support to the NSHE GEAR UP Ambassadors, currently completing the final, no cost extension year of the grant cycle, which concludes May 31, 2020. The duties for this include to facilitate the work of the GEAR UP Ambassadors across the state; offer training and professional development to Ambassadors. Additional responsibilities include collaboration with the Communications Specialist on the overall communications strategic plan, provide content when applicable for various publications, and general oversight of statewide GEAR UP communication efforts to students, parents and the entire Nevada GEAR UP team.

SALARY GRADE: C (starting salary range approximately $70,000 – $85,000 (depending on experience) and benefits package that includes health, dental, vision, life and retirement.)

APPROXIMATE STARTING DATE: February 1, 2020

MINIMUM QUALIFICATIONS: A bachelor’s degree in secondary education, higher education, counseling, communications, training, career development or related area from an accredited institution and a minimum of three years progressive experience with GEAR UP or another federal college-access grant is required or a master’s degree with one year of experience directly applicable to the position is required.

KNOWLEDGE, SKILLS, AND ABILITIES: Successful candidates must possess the following knowledge, skills and abilities. It is recommended that applicants for this position address each of the following items in the letter of application:

  • Program development, management, and assessment.
  • Training methods.
  • Content development for print and electronic media to include website, social media and publications.
  • Solicit cooperation and collaborate with various stakeholders to include the NSHE institutions, school districts, and Nevada Department of Education personnel.
  • Develop programming for transition/first year activities for GEAR UP students matriculating at NSHE institutions.
  • Work with first generation college students and their families.
  • Work with diverse populations.
  • Travel: monthly travel between the Reno and Las Vegas offices and the various NSHE institutions, occasional travel to GEAR UP schools, and occasional out-of-state travel to attend regional and national conferences.
  • Communication: must have excellent written and oral communication skills to include preparing and giving polished and professional presentations to large and small groups.
  • Facilitation: must be able to plan and manage large events.
  • Research: must be able to identify useful, grant-related resources for dissemination to all Specialists and colleagues as applicable.
  • Supervision: must provide adequate supervision to a large, statewide team potentially based in multiple office locations.
  • Coordination: must be able to manage team with multiple events at multiple locations across multiple grade levels.
  • Evaluation: must be able to properly assess for program outcomes/benchmarks and make necessary recommendations/changes for continuous improvement.
  • Organization: must be well organized with a keen attention to detail and appropriate time management.

RESPONSIBILITIES: The duties of this position will include, but not be limited to, the following areas of responsibility:

  • Determining program-required parameters that each College Coordinator, GEAR UP Advisor, and the ASPIRE Scholars Director and Business Network/Communications Specialist will need to follow or fulfill on a daily, weekly, or monthly basis.
  • Developing a tracking system used to record and evaluate staff activities and outreach. Regular review to ensure that activities and benchmarks are met as required and outlined.
  • Oversight and review of program activities to ensure NSHE GEAR UP activities are meeting the requirements of the grant application and achieving gains toward the overall NDE GEAR UP goals. Identification of where depth and breadth of services is lacking and address accordingly.
  • Provision of regular and effective training for GEAR UP FYE College Coordinators and Advisors.
  • Facilitation of intermittent, localized professional development activities requested by NDE or NSHE staff or other GEAR UP staff.
  • Regular assessment of staff activities who are direct reports.
  • Researching and disseminating relevant and current information from print and electronic media to address training needs.
  • Analyzing and modifying GEAR UP transition, FYE, and retention curriculum in relation to evolving staff and student needs.
  • Direct supervision of the GEAR UP FYE Coordinators (2), First-Year Advisors (7), and the ASPIRE Scholars Director and the Business Network/Communications Specialist.
  • Oversight of content for various communication efforts with staff and stakeholders.
  • Attending GEAR UP Business Network events as required.
  • Periodic travel to NDE, each NSHE institution, and occasionally GEAR UP schools to meet with administrators and staff as needed and attend GEAR UP events as required.
  • Creating and maintaining strategic relationships between NDE, NSHE, and other stakeholders.
