    THE LEGISLATIVE COUNSEL BUREAU: The Legislative Counsel Bureau (LCB) is the nonpartisan agency that provides professional, technical and administrative support to the Nevada Legislature. The offices of the LCB are primarily based at the Capitol Complex in Carson City. The LCB also maintains offices in the Grant Sawyer State Office Building in Las Vegas. The LCB consists of the Legislative Commission, the Interim Finance Committee, the LCB Director, an Administrative Division, an Audit Division, a Fiscal Analysis Division, a Legal Division and a Research Division. The Legislative Commission appoints the Director, and the Director appoints the Chiefs of each of the Divisions of the LCB with the approval of the Legislative Commission. The Legislative Commission consists of 12 Legislators, six of whom are members of the Senate and six of whom are members of the Assembly. Among other statutory duties, the Legislative Commission exercises general policymaking and supervising authority over the operations of the LCB and the activities of the Director.

    THE POSITION: The successful applicant will serve as the executive head of the LCB and shall direct and supervise all its administrative and technical activities from the Legislative Building in Carson City. The Director will report directly to the Legislative Commission and will supervise the Chief of the Administrative Division, Fiscal Analysts, Legislative Auditor, Research Director and Legislative Counsel in the performance of the respective duties assigned to them by law.

    In addition to general supervision of the LCB, the Director acts as the liaison between the staff of the LCB and the Legislature. In that role, the Director must inspire loyalty from within the LCB and must earn and maintain the trust of legislators. The Director serves as the public information officer for the Nevada Legislature and responds to other requests for information from members of the public and the media. The Director must represent the LCB and the Legislature before the public and the media using excellent communication skills and a high level of professionalism.

    The Director administers the Nevada Lobbying Disclosure Act, including the registration of lobbyists and the investigation of any reports of misconduct by lobbyists. The Director is also tasked with preparing, presenting and explaining the budget for the LCB and manages the revenues and expenditures approved by the Legislature for the costs of biennial regular sessions and special sessions of the Legislature. The Director also plans, organizes and participates in training programs conducted for new Legislators and serves as the recording secretary and primary staff for the Legislative Commission. The Director oversees the general maintenance of the legislative buildings and the grounds surrounding the Legislative Building in the Capitol Complex.

To meet the needs of the Legislative Commission, the Director may be asked to perform other duties in addition to or in lieu of those set forth herein. The job description is not a contract for employment. Frequent and significant overtime is required, especially during legislative sessions.

    REQUIRED QUALIFICATIONS:

    Experience – Qualified applicants will possess excellent leadership skills that have been demonstrated through a progressively responsible career path. The Director must have exhibited exceptional communication skills and be comfortable presenting information to public bodies. Applicants should be proven and effective leaders who are capable of managing a large organization of professionals who are subject to tight deadlines and long work hours. The Director must have a working understanding of current employment practices, rules and regulations, including affirmative action, equal employment opportunity and labor relations.

    Although direct experience with a legislature is not required, applicants with experience working in a legislative environment or with other elected officials is preferred. Candidates with knowledge of Nevada law and the Nevada Legislature are preferred, but all highly qualified candidates are encouraged to apply.

    Education – The position requires the minimum of a Bachelor’s degree from a fully accredited college or university. Preference may be given to candidates with an advanced degree or significant training or experience in supervising professional staff.

    COMPENSATION AND BENEFITS: The current annual salary of the Director is $167,729.04 on the employee/employer paid retirement option. All submitted information will remain confidential unless the candidate becomes a finalist for the position and the candidate authorizes the release of his or her information. Finalists will be interviewed by the Committee to Consult with the Director at a date to be determined by the Committee, likely in early to mid-February. The Committee to Consult with the Director will forward its recommendations to the Legislative Commission for its approval. The person selected as the new Director of LCB will assume responsibilities in late February 2020 or at a mutually agreeable date.
