Responsibilities and Duties
The Business System Analyst will be responsible for support a team to deliver law enforcement technology related project(s)
The selected Staff Augmenter will work collaboratively with the user community to define business requirements in enough detail that systems configuration, development/enhancement, and/or operations activities can be designed, developed, tested, deployed, enhanced and/or maintained for the Computer Aided Dispatched System;
Records Management System, CCTVs, Mobile Applications, Sensitive Assets Management Systems, Biochemical Sensor systems.
With a thorough understanding of product capabilities, the Business System Analyst will produce client program concepts that leverage platforms capabilities.
One of the goals is to become the trusted, objective advisorÂż to clients ensuring business requirements, goals and objectives are clearly defined.
This position consistently works in a cross functional environment including members of all business areas in the organization.
He/she should possess impeccable communication skills with expertise in developing client proposals, defining business requirements and negotiation.
He/she must be a creative problem solver with extensive critical thinking skills to push beyond the boundaries of existing industry practices, current capabilities, and client mindsets.
The Business System Analyst will possess the required training and experience, as well as having a developed an understanding of Agencyâs specific environment with all customer-specific enhancements and customization, to act as the interface between Motorola software and hardware technical support, root cause analysis and diagnostics, perform diagnostic assistance, provide preliminary hardware and software problem evaluation, and repair expertise on all installed Motorola PSA systems.

Experienced Information technology, Business System Analyst professional with experience working with sensitive data, specifically CJIS, PII, emergency management, physical security subject matter areas and technologies.
He/she will guide the user community to: Define their business use cases in enough detail that subsequent quality assurance efforts can guarantee system changes/enhancements to satisfy the business and budgetary requirements
Coordinate quality assurance and acceptance testing efforts to verify functional system behavior
Guide internal quality assurance efforts to verify functional system behavior.
Educate/train members of the user community in proper and effective use of the application system
Provide implementation and production support for software components of moderate to high complexity; this consist of utilization of analytical and problem-solving skills as well as an understanding of the business and systems to resolve issues with applications.
Act as a supporting liaison between the application team and the user community,
Facilitate communications, coordinating system enhancements, and providing production support.
Support, troubleshoot and remediate all aspects of multiple related law enforcement technology projects to ensure the overall program is aligned to and directly supports the achievement of strategic objectives
Demonstrate expertise in working creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence
Demonstrate expertise in preparing requests for information and/or request for proposals documentation
Demonstrate expertise in the with Software Development Life-cycle
Applied knowledge and expertise in business process modeling notations (BPMN, EPC, and BPEL) to documenting processes to:
Analyze process models as they are (as-is), compare them to the future and improved designs (to-be) and determine the necessary changes for arriving at the improved state.
Support law enforcement technology systems and the inter-dependencies with feeder applications and output to reporting and other technologies
Monitor and measure the effectiveness of processes to ensure consistent value delivery
Experience in analysis of complex business and technical requirements and converting requirements into support processes, procedures, user stories and applicable acceptance criteria
Support and to assist and/or lead process redesign workshops, meetings, etc that involve eliciting process requirements, re-engineering, workflows and liaising with users.
Qualifications and Skills
Minimum of 8 yearsâ experience as the business lead role
Certified Scrum Master with experience and thorough knowledge of both Agile and Waterfall Methodologies.
Participated in projects that involved transition from traditional Waterfall to Agile methodology.
Expert in business process re-engineering.
Expert in Microsoft Office tools, to include Project and Visio.
Understanding of Access Control technologies and tools.
Excellent verbal and written communication skills with a strong work ethic to effect change
Ability to multi-task, be self-directed and present findings to management in layman terms
Candidate may be required to be fingerprinted for FBI CJIS clearance.
