Under limited supervision, performs highly responsible supervisory and administrative work that supports the general management and activities of the Department of Social Services. Work involves coordinating and directing the efforts and resources related to delivery of financial assistance benefits, including direct supervision of specific professional and/or clerical staff; reviewing and analyzing procedures and policies; and leading/assisting with quality improvement efforts within the agency. Employee must establish and maintain productive working relationships with agency staff and stakeholders, county and state officials, other local departments of social services, and community partners. Employee participates in planning and developing strategies to achieve sustainable positive outcomes for financial assistance recipients. Reports to the Director of Social Services.
Considerable knowledge of: current social, economic and health issues relating to clients in the jurisdiction; available resources and services for the needy; office management practices; and workload management. Skill in operating office equipment including the personal computer and related equipment. Demonstrated ability to: work effectively with others; communicate effectively both orally and in writing with diverse group of persons; conduct research; plan and direct social services programs; interpret and implement policies and regulations compliant with local, state, federal laws, ordinances, rules and regulations; supervise the work of employees; mobilize community support and generate community awareness of programs; represent the agency before the Boards or Councils; provide reasoning and application of logical thinking for problem solving; provide leadership in system designs, personnel management, and budget formulation; negotiate contracts to support program and policy objectives.
Bachelor’s degree in the human services,
management or related field and experience in eligibility work, including in a
supervisory/managerial capacity OR any equivalent combination of experience and
training which provides the required knowledge, skills and abilities. Considerable supervisory or management experience in human services. Experience in work system quality assurance/control; and proficiency in a variety of software applications.
Must have a valid VA Driver’s License with driving record that meets agency standard.
Requires undergoing Central Registry background checks. May be required to report or emergency shelter duty. Individual cannot be listed with any state’s Department
of Social Services as having a record of a “founded” child abuse complaint.
Occasional weekend work, work during inclement weather, or work during other
unusual conditions may be required.
