Position Summary:

The Projects/Requirements Manager will be responsible for planning, directing, coordinating and managing all contracts processing activities in support of the recruitment of personal services contractors.

Qualified Candidate:

• Participate in project planning or oversight activities for assigned projects and initiatives.

• Describes in detailed written, tabular and graphical form, for the software developers, all changes and/or additions to application functionality that are required for the software to work and satisfy the business requirements.

• The functional specifications will be referred to throughout the development of the application to know inputs, validations & exceptions, outputs and error processing.

• Works with the business analysts to ensure business requirements are complete, then prepares the functional specifications for the software developers.

• Will also be able to answer questions from developers and do additional research to obtain complete requirements.

• Elicit business requirements and translate to functional and technical requirements.

• This position will also work with the Lead QA Analyst to ensure adequate test coverage and scenario

• Develop process flow diagrams. Develop and document current and new processes.

• Prepare test plans consisting of test cases, and other documentation to support testing.

• Conduct functional, regression, environment and accessibility testing.

Oversee User Acceptance Testing (UAT). Document and track test results and track defects through resolution.

• Provide training and documentation to users on the functionality of developed applications and processes.

• Provide software lifecycle support and production support services.

• Perform a variety of research and analysis tasks and documentation

as identified.

Experience/Education Requirements:

• CMS experience required
• PMP Certification required
• RADV experience a plus

• Excellent verbal and written communications skills and organizational skills is a requirement.

• The ability to adapt quickly working in a challenging and fast paced environment with a team as well as individually is a must.

• Proficiency in requirements development and have a solid understanding of software development.

• Ability to translate high level business requirements into technical requirements.

• Must have skills and knowledge utilizing: MS Windows, Microsoft

Office Suite including MS Visio and MS Project is a must.

• Basic knowledge of one or more of the following is a plus: o Windows Servers o Internet Information Server o Networking(Firewall basics) o Web Development o Java o Application Lifecycle Management o Security Scans o Project Management
• BA/BS degree (or equivalent experience) in Information Systems,

Engineering, Business, or a related field in a technical or business discipline

• 5+ years of related experience

• Must be highly organized with strong analytical, communication and interpersonal skills

• Must have excellent MS Excel skills to do various types of analysis

Salary: $85,000.00 to $115,000.00 /year
