POSITION SUMMARY
The Director of Finance & Operations (DFO) is responsible for the overall financial management of Blue Water Safe Horizons and STEPS Affordable Housing as well as overseeing the organization’s human resource systems, information technology and general business operations. Must have strong communication and management skills, the ability to work with diverse populations, and be able to represent Blue Water Safe Horizons professionally.
Work Schedule:
M-F 8am – 4:00pm. Schedule is subject to change to meet operational need with notice. Occasional evenings/weekends as needed for meetings or events.
Education:
A Bachelor’s Degree in business, accounting, finance or similar field required field is required.
Experience:
5-7 years of experience in positions of increasing responsibility in non-profit finance, accounting, human resources and/or operations. Experience managing external vendors preferred.
Computer Skills:
Have proficiency in general computer operations including MS Operating System, MS Word, MS Publisher and use of MS Outlook and Excel. Experience with Microsoft Dynamics GP (Great Plains) Accounting Software preferred.
Certifications & Licenses:
Must have reliable transportation, insurance, a valid Michigan Driver’s License and a good driving record, with no restrictions. Must pass a criminal background check as a condition of employment.
Must be a positive and strong role model and coach and have a collaborative, team-oriented work style. Strong strategic planning and problem solving skills – must have a positive, creative approach to both.
Ability to work in a high pressure environment with a good sense of teamwork.
Public speaking experience is helpful.
Demonstrated ability to create complex organizational budgets and general accounting experience including month-end/year-end close and overseeing annual audit required.

Essential Functions Statement(s)

- Create and manage Blue Water Safe Horizons and STEPS Affordable Housing budgets in a collaborative effort involving the Executive Director, Board, and staff.
- Oversee external consultant to produce all financial reporting and reconciliation activities of the organization including all month-end and year-end close.
- Main liaison with independent auditors to ensure a successful year-end audit.
- Continuously review and share revenue, cash and expense results and projections with the Executive Director, Board, and staff and serve as the main contact for the Finance Committee of the Board.
- Manage all banking relationships and develop and maintain generally accepted accounting principles (GAAP)-compliant financial policies, procedures and operations.
- Perform and/or oversee all bookkeeping functions including general ledger, payroll, accounts receivable, accounts payable, cash disbursements, account balances, and flow monitoring.
- Responsible for timely submission of agency reimbursement reports, biweekly, monthly, quarterly and annual reporting to funders.
- Works as a liaison to all funding sources, and insures that all agency accounting adheres to state and federal requirements as detailed in grant agreements.
- Monitors and communicates as needed with the Executive Director on status of contract performance and expenditures, and forecasts year end estimates in sufficient time to make adjustments with funding sources.
- Prepares and monitors agency grant budgets. Monitors expenditures and works with funding sources on line items transfer requests as necessary.
- Prepares monthly financial reports for Executive Director, Treasurer, and Board of Directors.
- Prepares monthly bank reconciliation.
- Supervise Blue Water Safe Horizons’ files relating to grant contracts, grant reporting, audit files, vendor files, and financial records.
- Oversees organization’s inventory recording process.
- Acts in the Executive Director’s absence in areas of fiscal management, grant reports, and other related issues.
· Attends all Board of Directors and Committee meetings as needed.
- Oversee all human resource functions including payroll, new employee on-boarding, compensation, benefits management, legal compliance and staff reviews.
- Develop and recommend updates to human resource policies and strategy as needed in partnership with the Director Team and Board of Directors.
- Serve as a role model and coach to help build a supportive and collaborative organizational culture.
- Oversee external IT vendors and ensure proper technology for agency operations is in place.
- Oversee development and management of contracts, insurance and serve as the main liaison with legal rep.
- Serve as the main liaison with outsourced maintenance, IT, and security vendors.
- Work closely with the ED to ensure that the facilities are in full compliance with city and county codes.
- Manage the day-to-day office and business operations to assure quality in all aspects of administration, finance, and human resources.
· Oversee the administration of the department, including work plans and evaluations, budgets and personnel related issues.
- Guide department with an emphasis on team-building and a creative, collaborative approach.
- Communicate professionally to clients, co-workers, and the public.
- Work cooperatively as a team and support co-workers with designated projects and job duties.
- Attend regular supervision, in-service and professional development training deemed appropriate by agency, which includes mandatory professional development training outlined in grant contracts.
- Notify the Executive Director of any emergency situations that may affect Blue Water Safe Horizons’ volunteers, staff and clients.
- Represent the agency at presentations, community functions and events as assigned by the Executive Director.
- Attend all departmental and agency staff meetings, and other meetings deemed necessary by Blue Water Safe Horizons.
- Perform other duties as assigned by the Executive Director.

WORK ENVIRONMENT
This position operates in a community based environment/Shelter/Office. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. The work will be performed in the office and at agency based programs.
