POSITION SUMMARY:
Responsible for administering the fiscal operation of the Authority including accounting, financial reporting, budgeting and budgetary controls, property assets as well as managing the Authority’s management information system. Duties require a thorough knowledge of current accounting techniques, and accounting and reporting requirements of the Department of Housing and Urban Development (HUD). Exercise the execution of financial transactions. Supervise the Finance, Purchasing, and Human Resource departments. Work is performed under the supervision of the Executive Director and is evaluated through independent audits and reporting requirements of the Department of Housing and Urban Development as well as the evaluation of the results obtained.
MAJOR DUTIES AND RESPONSIBILITIES INCLUDE:
Maintain fiduciary responsibility securing the Housing Authority’s obligations to
all stakeholders.
Plan, organize and direct all financial activities for the organization.
Provide or oversee the accuracy and maintenance of all accounting and fiscal records.
Prepare the annual operating budget for review and subsequent approval by the Executive Director, Board and other management.
Establish and enforce all HUD and HAC financial policies and procedures for HAC’s assets, instrumentalities or affiliates.
Perform /oversee monthly reconciliation, closing of books, financial statements or report preparation and detailed accounts analysis.
Monitor the month end closing of all ledgers, computer printed balance sheets and income statements for assimilation to other departments after closing.
Oversee and monitor the general operating bank account balance and the reconciliation of all bank statements to the respective month-end general ledger cash balance.
Oversee the preparation of all journal voucher entries pertaining to day-to-day operations as well as monthly general ledger journal entries. Ensure staff is appropriately trained on the agency’s chart of accounts.
Oversee and monitor the maintenance of the Fixed Assets files, ensure that all assets are marked and inventories are performed as required and the Fixed Assets sub-ledger is reconciled to corresponding general ledger.
Provide timely and accurate responses to ensure smooth functioning of housing authority financial transactions.
Prepare reports or statements pertaining to fiscal operations for the Executive Director, Board of Commissioners (Board) and the Department of Housing and Urban Development (HUD).
Produce/submit annual report to KEMI, reporting Worker’s Compensation and Certificates of Liability for all contracts.
Responsible for obligation and expenditure of Capital Funds, including ELOCCS draw requests, HUD grant close out reports, HUD correspondence and operating subsidy submission of annual forms.
Provide timely and accurate responses to requests ensuring the housing authority remains in compliance with local, state, and federal regulations.
In an accurate and timely manner, prepare submission of the un-audited FDS and audited financial statements. (See HUD Calendar of Reporting Deadlines based on 6/30 FYE)
Participate in further development of the agency’s assets by ensuring accurate financial records and reporting measures are in place to expedite future acquisitions.
Forecast financial and strategic planning, expenses and cash needs. Prepare cash flow and fund availability statements on a monthly basis.
Design and implements cost allocation systems to ensure accurate accounting of pooled and fixed costs across programs.
Ensure the accuracy of inventory records and oversee inventory counts. Verify and approve requisitions and purchase orders in order to monitor all equipment and supply purchases.
Accountable for hiring, training, evaluating and supervising the finance department to ensure the best qualified candidates are selected and are performing effectively in their respective roles.
Ensure finance department is trained on housing authority expectations related to customer service / interaction with customers, vendors other staff.
Serve as the main point of contact for third party auditor ensuring proper financial records can be produced in a timely manner.
Serve as the primary contact with banking relationships to ensure responsible management of agency funds, maintenance or reconciliation of accounts and proper authorizations take place.
Direct the proper disbursement of all funds for purchases, contracts, payrolls and other necessary expenditures in a timely and accurate manner.
Coordinate and monitor the computer information system as system manager. Advise system users in operation of computer. Work with software and hardware maintenance vendors to correct problems.
Responsible for HUD Secure Systems.
Oversee and audit the financial functions of Human Resources, in particular, tax and benefit (including pensions) deductions, KRS pension reporting, and annual W2 statements.
Oversee financial matters related to all Capital Fund grants, particularly ensuring alignment to the one-year annual plan and five-year strategic plan for the organization.
Develop and negotiate new business opportunities with third parties and monitor service level agreements.
Monitor reserve accounts and recommend, purchase or sell investment securities utilizing excess funds.
Complete special projects for the Executive Director and the Board.
Develop / maintain a Policy and Procedure Manual for the Finance Department. Ensure internal controls are in place, documented and communicated to staff, to protect areas of organizational confidentiality.
Ensure all organization activities and decisions are in support of HAC’s achievement of HUD High Performer status.
Perform other duties as assigned.
May attend meetings for the Executive Director as delegated.
REQUIRED EDUCATION, EXPERIENCE, KNOWLEDGE, SKILL AND ABILITIES:
Advanced knowledge of bookkeeping, accounting and finance principles, methods and practices, budgeting and reporting methodology and HUD accounting requirements.
Ability to establish and maintain effective relationships with employees, residents, government agencies and the public.
Excellent communication skills, both oral and written.
Knowledge of the Title II US code of federal regulations (CFR), part 200 Uniform Administration Requirements Cost Principles and audit requirements for federal awards.
Strong budget and analytical skills including financial and audit skills related to governmental accounting.
Ability, willingness and desire to ensure the accountability of staff and hold accountable while maintaining a high level of confidentiality.
Financial operations knowledge (principles of accounting, financial management and budgetary practices) normally gained through the completion of a BS/BA degree in
Finance or other related field required. MBA preferred. CPA/CIMA or equivalent strongly preferred.
Minimum 10 years professional experience with at least five years in finance and accounting management, plus a minimum of two years supervisory management experience. Experience in public housing strongly preferred.
Demonstrated success in strategic planning, budget planning and performance reporting processes. Able to analyze financial data and develop systems/plans to use the information effectively for the organization.
Able to influence and engage executive business partners, peers and direct/indirect reports. Able to encourage cross-functional cooperation and build strong relationships between finance and operating teams. Able to travel locally during the business day. Some out-of-area or overnight travel may be required.
Must be Bondable
