NYC Health + Hospitals/Bellevue is America’s oldest public hospital, established in 1736. Job Description
Affiliation Contract Management Responsibility/Job Assignment:
- Affiliation Liaison – Acts as the primary point of contact between NYU, central office, and Bellevue. Prepares and leads bi-weekly Joint Oversight Committee meetings. Oversees the processing and tracking of all internal and external requests involving affiliate positons.
- Affiliation Analytics – Accountable for analyzing changes in the annual contract value and producing the annual affiliation recalculation for submission. Responsible for tracking actual payroll spend against the budget on a monthly basis. Develops methods for monitoring and evaluating the affiliation contract.
- Decision Support – Supports business plan creation and tracking efforts. Directs the cost accounting initiative, consolidating data from PeopleSoft Finance, PeopleSoft HR, and ABMS to create metrics and reports at the departmental and grant level of granularity. Designs analytics to provide detailed insights reflecting patterns of expenditures, programs, and services in the Affiliation contract.
Overall Position Responsibility/Job Assignment:
- Ad Hoc Reporting and Project Management: Perform analyses and work on all projects/issues as directed by the Budget Director as it relates to Finance and Budget needs. This may include reviewing aggregate trends in personnel actions, encumbrances, receipts, and payments for the hospital.
- Oversees Clerical Functions – Ensure clerical functions are carried out as needed. Assist with the development and update of Budget Department Manual of Policies and Procedures annually.
- Coverage: Provide coverage for other Budget Managers during absences.
- Work across service lines and support interdisciplinary teams, as needed.
Minimum Qualifications
1. A Master’s Degree in Hospital Administration, Public Health, Health Care Planning, Business Administration, Public Administration or an approved related program, and five years of experience in health, medical service administration or an appropriate functional discipline with emphasis on planning, liaison and inter-organizational relationships, or related administrative or managerial functions; or,
2. A Baccalaureate Degree from an accredited college or university, and six years experience in health and medical service administration, public administration, business administration, finance or an appropriate functional discipline with emphasis on planning, liaison and interorganizational relationships or related administrative or managerial functions; or,
3. A satisfactory equivalent combination of education and experience; and,
4. Demonstrated skills in written and verbal communication.
