The Bureau of Maternal, Infant, and Reproductive Health (BMIRH) within the Division of Family and Child Health of the NYC Department of Health and Mental Hygiene (DOHMH) is dedicated to improving and reducing inequities in maternal, infant and reproductive health outcomes through program, policy and research initiatives. BMIRH strives to apply a sexual and reproductive justice and racial justice framework to our work, and to fully engage community partners to move this work forward.
Each year in New York City, approximately 30 women die due to pregnancy-related causes and another 2,500-3,000 women suffer a life-threatening complication in childbirth. Black and Latina women in New York City are at disproportionate risk for death and complications related to their pregnancies and births compared to White women. In July 2018, First Lady McCray and Deputy Mayor for Health and Human Services Dr. Herminia Palacio announced New York City’s first comprehensive plan for $12.8 M to reduce maternal deaths and life-threatening complications of childbirth among women of color. BMIRH received support under this plan to partner with 23 NYC maternity hospitals and their adjacent communities on the Maternity Hospital Quality Improvement Network (MHQIN) Project. The MHQIN project is composed of six program components organized across the following three focal areas: 1) Engage providers in improving the provision of quality care and respectful patient-provider interactions, 2) Engage individuals and communities in elevating their power to advocate for quality, respectful and dignified maternal care services and 3) Implement sustainable processes that address the root causes of unequal maternal care and subsequent disparities in maternal and child health outcomes.
Responsibilities include the following:
Work and advise MHQIN Director on program activities, budget, vision, strategic direction to Maternity Hospital Quality Improvement Network (MHQIN staff). Assist with coordinating program activities with a racial equity lens. Working with project leads to ensure programmatic, operational and budgetary goals and targets are being carried out as planned.
Develop and implement project management work plans/tools and oversee timelines and milestone achievements to track and monitor progress of the MHQIN. Set standards for managing the MHQIN; plan, track and report on outputs and outcomes, information and logistics management Identify ways to incorporate using NOW POW and Partners Connect to leverage the work we are doing with hospitals
Assist Director with overseeing Budget and Procurement for the MHQIN this includes, but not limited to : 1) Determine best procurement method for purchases, 2) Develop, submit , and track purchase orders 3) Assist with problem solving and getting vendors registered, 4) Approve invoices for payment , 5) Track budget expenditures and 6) Provide recommendations for reallocations of funds, 7) Prepare for and attend biweekly budget meetings and 8) Providing monthly report on budget spending
Oversee contract management for the MHQIN. This includes but is not limited to 1) Developing and assisting with developing RFP, MOAs, Negotiated Acquisitions, Public Health Consultant contracts, etc… 2) Work with Family and Child Health Administrative Team, ACCO and other entities to get contracts processed, 3) Work with vendors to develop scope/budgets, ensure they are meeting deliverables and invoices are submitted in a timely manner 4) Monitor contract spending 4) Working with MHQIN staff to determine best contract method and 5) Prepare monthly report for Director and agency heads as needed
Provide administrative support to MHQIN Director and other unit staff. Prepare reports for MHQIN activities, accomplishments, challenges, best practices, and lessons learned. Develop power points presentations, letters and correspondence. Review data to inform project implementation. Compile and reviews monthly MHQIN tracker report, monthly reports from MHQIN staff. Prepare documents for MHQIN Director’s review and once approved submit /distribute to agency heads as needed. Convene and participate in meetings/conference with MHQIN team, internal and external partners to ensure that program activities and budgets are aligned.
Provide supervision, guidance, coaching and support to direct reports. Ensure communication and activities are clear and consistent across all direct reports and their staff. Maintain a strong commitment to delegation and staff development/empowerment.
Assist with hiring staff and interns, this includes developing job descriptions, conducting interviews and working with FCH Administration to onboard staff once hired.
Represent the Director and agency at meetings with executive level staff at other municipal agencies, community groups and organizations to interpret, explain, gain support for, and accept input on MHQIN policies, operations, and procedures. Provide guidance utilizing expertise to internal and external partners.
Develop and assist with developing well-organized communications within the agency (including the Assistant Commissioner, Deputy Commissioner, QPR, PPSDU, and the Commissioner’s Office) City agencies and other key external stakeholders, including formal presentations, briefing documents and project updates. Respond to agency, City Hall, press and other queries related to MHQIN.
2. Education and/or experience equivalent to “1” above. Education may be substituted for experience on the basis that each 30 graduate semester credits from an accredited college in hospital administration, public health, public administration, business administration, management or administration can be substituted for one year of non-managerial experience up to a maximum of 60 semester credits for two years. However, all candidates must have a minimum of a baccalaureate degree and 18 months of managerial experience as described in “1” above.
- -Five or more years of experience in a clinical or public health setting, preferably in the maternal/infant/reproductive health fields
- -Excellent analytical, writing, and verbal skills are highly desired
- -The candidate must be able to organize and keep track of several projects simultaneously and have strong computer skills (MS Word, Excel and Power Point; internet and library database searches; and bibliographic databases, e.g. Endnote)
- -Previous experience in budget, procurement and program management/coordination in a community and/or hospital-based setting preferred. Knowledge of maternal, infant and reproductive health issues are also an asset.
