Job Description
The Assistant Director conducts analyses and aids Senior Leadership on areas of consolidation, growth and financial feasibility. The Assistant Director is responsible for providing analytics for the affiliation contract, including productivity metrics and service line profitability. The individual will also marry the affiliate payroll data with the ABMS (Affiliate Budget Management System) position control numbers in order to track the budget during the year.
The Assistant Director is also responsible for assisting in managing the Hospital’s Expense budget. The Assistant Director’s role oversees the ongoing activities related to the Personal Services (PS), and Other than Personal Services (OTPS) of their assigned departments.
Affiliation Contract Management Responsibility/Job Assignment:
- Affiliation Operations Support – Responsible for tracking and maintaining information and operations related to the Affiliation Contract. Evaluates change requests to ensure thorough accounting and validity requests.
- ABMS Database Management – Updates and maintains the Affiliation Budget Management System (ABMS) database. Works with departmental administrators to ensure accuracy of data.
- Decision Support – Provide timely analyses and trends to support decision making; conducts quantitative analyses of financial data to forecast cost/revenue trends. Provides ad-hoc and recurrent reports for the Budget, Grants, and Affiliations teams.
Budget Management Responsibility/Job Assignment:
- PS Operations Support – Action Request Form Processing (ARF): Database input of ARF/New Hire Requests, Promotions/Increase Requests and Temporary Agency Requests.
- PeoplesSoft Procurement: OTPS Operations Support -Requisition review and approval: On an ongoing basis, review and approve OTPS requisitions in PeopleSoft ensuring that the requisitioner follows the necessary guidelines and purchases appropriate items.
- Train, support, and guide requesters and approvers on how to input requisitions and navigate through the PeopleSoft Procurement system.
Overall Position Responsibility/Job Assignment:
- Ad Hoc Reporting and Project Management: Perform analyses and work on all projects/issues as directed by the Budget Director as it relates to Finance and Budget needs. This may include reviewing aggregate trends in personnel actions, encumbrances, receipts, and payments for the hospital.
- Oversees Clerical Functions – Ensure clerical functions are carried out as needed. Assist with the development and update of Budget Department Manual of Policies and Procedures annually.
- Coverage: Provide coverage for other Budget Managers during absences.
- Assists with the support of the Hospital’s SQL server and recommend design enhancements.
- Work across service lines and support interdisciplinary teams, as needed.
Minimum Qualifications
1. A Masters degree in Arts or Science with a specialization in hospital administration, health care administration, administrative medicine or in public health when conferred for a program in hospital administration, from an approved college or university; or a Baccalaureate degree; and,
2. One (1) year of administrative experience and background; or,
3. An equivalent combination of training, education and experience in related fields and educational disciplines; and,
4. General knowledge of policies and programs utilized in the operation of a health care facility, ability to assimilate and analyze data, to recommend action based on analytical findings, and to assist in the solution of complex problems in health care administration and management.
