Overview:
Section Manager I – Clerk of the Board, Assistant: This is an exempt position in Salary Grade R: Min $76,294.40– Mid $93,600.00– Max $110,905.60 annually. The starting salary will be within this range based on qualifications.
Section Manager II, Clerk of the Board: This is an exempt position in Salary Grade S: Min $85,696.00– Mid $105,092.00– Max $124,488.00 annually. The starting salary will be within this range based on qualifications.

Responsibilities

- Oversees the administrative and technical duties of LOSSAN Clerk of the Board by performing a variety of administrative duties and implementing policies and procedures.
- Serves as the Clerk of the Board for the Los Angeles – San Diego – San Luis Obispo Rail Corridor (LOSSAN) Agency (Agency) and manages the agenda process, as well as all mandates for the LOSSAN Agency Board of Directors. Supervises the LOSSAN Agency Executive Committee agenda process.
- Manages the development, timely production and distribution of the agendas for all meetings of the Board of Directors and its Committees; schedules meeting dates and arranges locations; posts meeting notices and prepares legal notices for publication; coordinates public hearings; arranges pledge of allegiance and invocation speakers.
- Follows the established guidelines to oversee the ongoing agenda process and oversees the distribution of materials to Board Members and Executive Management staff.
- Resolves issues and provides information as required by internal customers and through Public Records Requests regarding Committee and Board of Directors meetings.
- Interfaces closely with Executive Management staff, Board of Directors and their staffs, in addition to external public agencies and city/county elected officials.
- Performs the hiring and training of staff as well as developing work plans.
- Prepares, monitors and authorizes payments and reconciles the department budget for the Clerk of the Board’s Department.
- Prepares the Board of Directors compensation reports and requests check issuance.
- Supervises and evaluates the work of the Board Specialists.
- Sets meeting schedules, coordinates meeting preparations, public noticing of meetings as required by law, and transcribing meeting actions.
- Manages complex special projects to support recommendations, which includes primary responsibility on agency-initiated requirements.
- Monitors, validates, and processes Board Members’ compensation for attendance at agency business activities, travel expenses reimbursement, and mileage claims.
- Performs work along specialized or technical lines requiring special training, knowledge, and experience. Executes special assignments under only general supervision and implements department policies.
Qualifications
Section Manager II, Clerk of the Board: Any combination of education and experience equivalent to a bachelor’s degree in public administration, business administration, political science, or a related field and a minimum of five years professional-level experience performing support for public sector boards, or city government, or elected officials.
Knowledge of:
- Public sector committees, resolutions and ordinances, board meetings and board minutes preparation and completion.
- Public sector government relations of boards and elected officials.
- Governmental policies, procedures, and operations including open meeting and public notice laws.
- Business writing and proper grammar usage and style.
- The creation, retention, and access of official records, including meeting minutes and transcripts.
- Strong computer skills and working knowledge of systems including Microsoft Word, Outlook, SharePoint and web applications.
Ability to:
- Analyze situations, identify problems, recommend solutions and evaluate outcomes.
- Communicate effectively, orally and in writing; prepare comprehensive reports and correspondence. Able to be detail-oriented with creating and proofing documents.
- Establish and maintain effective working relationships with others, including relationships with executive staff, various levels of agency employees, representatives of other government agencies, and citizens’ groups.
- Work independently with minimal supervision, often with discretion.
- Maintain highly confidential information.
- Interpret laws, rules, and regulations as applicable to core responsibilities in the public sector environment.
- Demonstrate strong organizational and planning skills.
