The San Diego Field Engineering Department has an opening for a CONUS Manager. This position will be a Manager, Field Engineering Services, Level 2 located in San Diego, Ca. This Manager will be responsible for defining, implementing and executing day to day critical operational processes to include staffing, scheduling and program support required to ensure the CONUS and OCONUS Field Engineering teams are capable of supporting the Battlefield Airborne Communications Node (BACN) program at various field sites throughout the Middle East.

A Manager within Field Engineering is expected to maintain the highest standards of character, leadership and professionalism in dealing with the customer and the program. The candidate must be a strong leader with a documented history of leadership positions.

Specific Key Duties and Responsibilities will include (but are not limited to):

  • Responsible for the synergy between Program requirements and OCONUS execution
  • Know and understand the contractual obligations of the BACN Contract and Statement of Work (SOW) and ensure CONUS and OCONUS Field
  • Engineering is meeting those requirements.
  • Manage/Lead all aspects of process development and implementation
  • Monitor staffing requirements and support the hiring manager in selecting the best available talent for Field Engineering.
  • Act as the Liaison between Spectrum and OCONUS Field Engineering to enhance Spectrum Leadership’s knowledge and understanding of ongoing operations, issues and challenges.
  • Manage all Field Engineering CDRLs and contract deliverables.
  • The candidate will work closely with the Military/Government customer as well as internal Northrop Grumman Integrated Product Teams (IPTs). The successful candidate must have the ability to solve challenging problems of increasing scope and complexity at a rapid pace.
  • The selected candidate must be willing and able to travel (up to 25%).
  • Some travel to hazardous deployment areas to support overseas assignments may be required.
  • The selected candidate must pass a physical health assessment and meet the minimal standards of fitness in alignment with AFCENT requirements.

Basic Qualifications:

  • Bachelor degree andnine (9) years of experience in a related operational and technical discipline or seven (7) years of related experience with a Master’s degree or four (4) years of related experience with a PhD. (4) additional years of experience in a related operational and technical discipline may be considered in lieu of a degree.
  • Prior demonstrated leadership experience and the ability to make impactful decisions while leading geographically separated employees and managers.
  • Excellent communications skills, both written (develop briefs and white papers) and oral
  • Experience scheduling employees.
  • Familiarity with communications technical system capabilities, military communications operational requirements
  • Experience in personnel and project management in either Military or Government Service positions
  • The candidate must be able to use standard desktop computer and Windows based tools to produce or edit documents including drawings, plans, procedures and reports.
  • Proficiency with MS office applications including Word, Outlook, Power Point and Excel
  • Must pass a physical health assessment and meet the minimal standards of fitness in alignment with AFCENT requirements.


Preferred Qualifications:

  • Familiarity with U.S. Tactical Data Links capabilities
  • Familiar with US Military rank structure
  • Experience in deployed operations
  • Excellent customer relations skills
  • Experience in handling classified material, COMSEC, OPSEC and physical security procedures
  • Familiar with Flight line and Aircraft Maintenance
  • Experience serving in a military leadership role
  • Previous experience supporting a Program of Record
