Public Health-Seattle & King County’s Health Care for the Homeless Network (HCHN) is seeking a Governance Council Program Manager (Project/Program Manager III) to staff the Health Care for the Homeless Governance Council (the “Council”) and to support community and consumer engagement. This position also supports HCHN compliance with federal program and grant requirements.
The Program Manager is part of the HCHN Administrative Team (11 staff) in Public Health – Seattle & King County’s Community Health Services (CHS) division. HCHN also includes service providers who are either directly employed by Public Health or contracted through community partner agencies including Country Doctor Community Health Centers, Evergreen Treatment Services, Harborview Medical Center, HealthPoint, Neighborcare Health, Catholic Community Services, University of Washington Adolescent Medicine, Friends of Youth, and the YWCA of Seattle | King | Snohomish. HCHN’s service delivery model combines clinic-based and community-based services. Community-based services meet patients where they spend time: on the streets, in encampments, in homeless shelters, day centers, meal sites, and within transitional housing and supportive housing buildings.
The Council is a community-based governing board mandated by a federal grant from the US Health Resources and Services Administration (HRSA) under Section 330h of the Public Health Service Act and includes a diverse group of community leaders and people with lived experience of homelessness. The Council works cooperatively with Public Health and HCHN’s Administrative Team to support and guide the mission to provide comprehensive health care that is quality-driven, affordable and culturally competent to people experiencing homelessness in King County.
Under the direction of the HCHN Project Director, the Program Manager is responsible for providing staff support for the Council to carry out its responsibilities as outlined in Article II of its Bylaws. The Program Manager facilitates recruitment of Council members, trains Council members, coordinates and staffs all Council committees and acts as liaison between the Council and HCHN Administrative Team staff. The Program Manager also builds relationships with community groups representing people with lived experience, providers and advocates for people living homeless to help inform the work of the Council and the HCHN. The Program Manager also works to advance racial equity and social justice as ongoing priorities for the Council and the HCHN, given the significant and persistent racial disparities among people living homeless locally and nationally.

PRIMARY WORK LOCATION(S): The King County Chinook Building (401 5th Avenue, Seattle). It is also expected that the Program Manager frequently attend meetings with partners and organizations throughout Seattle and King County.

- Assure recruitment and appointment of Council members as specified by HRSA guidance.
- Work with King County Boards and Commissions and Public Health to assure compliance with County guidelines.
- Develop training materials and assure that all Council members are trained to follow HRSA Governance Council guidance.
- Serve as communication liaison and facilitator for Council members.
- Staff all Council meetings and processes and assure fidelity to HRSA Program guidance and the Council Bylaws.
- Staff all Council committees including the Executive Committee, the Community Advisory Group and the Program Evaluation Committee and coordinate HCHN administrative team staff support and communication with each committee.
- Assure that Council Chair/Vice Chair facilitate meetings in accordance with HRSA program guidance.
- Work with Council to assure timely completion of all Council work products (e.g. meeting agendas and minutes, bylaws, roles and responsibilities) and responsibilities as outlined in Article II of the Bylaws.
- Provide technical assistance to Council as needed.
- Serve as a liaison to community groups representing people with lived experience, providers and advocates for people living homeless.
- Support the Council, the HCHN and Administrative Team activities to advance racial equity and social justice.
- Other duties may include support for grant applications, contracts development and monitoring, external communications such as the HCHN Bulletin and Facebook page and the HRSA Operational Site Visit (OSV).
- Demonstrated commitment and experience working to ensure racial equity and social justice
- Demonstrated project management experience with public or private not-for-profit agencies providing health or social services
- Knowledge of research and data gathering methods
- Demonstrated writing, presentation, and oral communications skills in a professional capacity
- Ability to analyze complex data and draw conclusions needed to effectuate public policy; write persuasive policy papers and proposals
- Knowledge of project management and program evaluation methods
- Demonstrated skill and experience in community organization and coalition building strategies and techniques
- Demonstrated ability to communicate and maintain working relationships with diverse populations; facilitate discussion and consensus; make public presentations
- Knowledge of effective strategies and best practices for improving access to and engagement in care for chronic health and related social problems for high needs, vulnerable populations such as people experiencing homelessness
- Skill in managing multiple tasks simultaneously
DESIRED:
- Knowledge of King County’s systems for providing health care to low-income populations
- Knowledge of the causes and dynamics of homelessness
- Skills in analysis and problem solving, budget analysis and policy analysis
- Quantitative skills and skills in applying quantitative and qualitative analytical methods; may include skills in applying statistical analysis
