This person will lead projects from inception to implementation, managing resources, schedules, and quality while developing and delivering tools to transform current business process and create continuous improvement culture. Analyze business metrics in support of business objectives and offer solutions to ensure positive trending. Support the planning and execution of new business process initiatives.
Primary responsibilities include the following:
- As part of the SSOA management structure, this position will participate in meetings to understand the prioritization of enterprise initiatives to understand the priorities and to work toward the established goals/objectives. Ensures initiatives align with organizational strategic objectives.
- Oversees the initiative from conception through implementation. The Project Manager will create standardized templates and communication to the business groups involved, helping to identify risks and resolve issues as they arise.
- Champions project management disciplines and utilizes the processes, structures, and tools for individual project management and program management across the organization.
- Ensures appropriate stakeholder commitment to the projects and that schedules are met. Removes barriers through influence to ensure the success of all transformation teams. Creates a structure to support the transformation efforts.
- Surfaces capacity and resourcing issues and any other roadblocks requiring executive decisions.
- Facilitates the identification of timelines, dashboards and financial scorecards for each initiative to keep executive leaders current on progress and potential red flags.
- Supports the governance structure by developing business cases and reporting status of all initiatives to executive stakeholders.
- Works with the key result areas of business service strategy/planning, project strategy/planning, communication and change management, and continuous improvement performance management.
- Participates as part of the management team to develop and implement business unit strategy.
- Must be familiar with a variety of industry concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals.
- Builds and manages project plans. Mark milestones and understand the critical path. Calculate dates based on estimates of work and resource allocation.
- Collaborates with key stakeholders and business partners in analyzing current process and developing future state program objectives. Plan and direct transformations aimed at achieving our future state vision.
- This position will supervise one BSPM I position.
- Bachelor’s degree in Business or related field is preferred.
- Four (4) plus years of experience in project management, business transformation and/or process improvement is preferred.
- PMP certification preferred.
- Lean / Six Sigma certifications preferred.
- Ability to communicate to and at all levels of the organization.
- Expertise in the facilitation of field and executive level meetings and discussions.
- Experience in process improvement, relationship management.
- Demonstrated competency in business process management methodologies and tools.
- Demonstrated effective oral, written, and presentation communication skills.
- A wide degree of creativity and latitude is expected.
OR
A master’s degree in a business, public administration, or computer related field;
AND
Two years of professional experience as a project lead responsible for directing and coordinating the complete lifecycles of any combination of projects, programs, and/or business initiatives in support of business, governmental organizations and/or non-governmental organization products or services through the analysis, development, implementation, and/or integration of business performance and quality metrics, business process and/or best management practices transformation or improvement tools, and/or business information systems and technologies.
OR
Certification in a Lean/Six Sigma/AGILE, CAPM, CompTIA Project+, MPM, or similar project or process management curriculum;
AND EITHER
Two years of specific experience as a Business Services Project Manager I with the State of Alaska;
Or
Four years of cumulative professional experience as a project lead responsible for directing and coordinating the complete lifecycles of any combination of projects, programs, and/or business initiatives in support of business, governmental organizations and/or non-governmental organization products or services through the analysis, development, implementation, and/or integration of business performance and quality metrics, business process and/or best management practices transformation or improvement tools, and/or business information systems and technologies.
Substitution:
A bachelor’s degree in a business, public administration, or computer related field may substitute in lieu of the Lean/Six Sigma/AGILE, CAPM, CompTIA Project+, MPM, or similar project or process management certifications.
Special Note:
Some positions may require the incumbent obtain and maintain certification as a Project Management Professional (PMP) by the Project Management Institute (PMI). Continued employment is contingent upon obtaining necessary certifications within twenty-four months of initial hire and throughout employment.
Some Positions may require the successful applicant obtain and maintain some combination of Lean/Six Sigma/AGILE Green or Black Belt-level certifications. Continued employment is contingent upon obtaining necessary certifications within twelve months of initial hire and throughout employment.
Responsibilities may require regular travel within and outside Alaska for meetings, client visits, project or Kaizen facilitation, and/or professional conferences and development.
