  • Top Secret/Sensitive Compartmented Information (TS/SCI) clearance and appropriate Department of Defense (DoD) 8140.01 IAT baseline certification is required for this task order.

IndraSoft, Inc. is seeking a highly qualified Project Manager to join our dynamic team in Charlottesville, VA. The Project Manager plans, directs, and coordinates business activities and resources to ensure project goals and objectives are accomplished within prearranged time frames and budgets. These technology or business process projects are intended to optimize efficiency and/or the customer experience following NGIC Enterprise standards and DoD best practices. The Project Manager will manage large scale software development, systems integration, technical refresh and business process implementation projects as well as delivering centralized acquisition and COR program integration support functions in support of the NGIC IT Directorate. The selected candidate will lead and manage all aspects of each project from start to finish, including business process, scope, change and risk management of scope, schedule and costs/resources.

QUALIFICATIONS REQUIRED
:

  • A Bachelor’s degree in Business, Management, Engineering, Program Management or related discipline or equivalent work experience required.
  • 10+ years of experience in a project-oriented environment required, with experience in a multi-service IT environment (development, sustainment) strongly preferred.
  • Proficiency with project management tools to include MS Project, required.
  • Familiarity with DISA Software/Systems development life cycle and service delivery management experience preferred.
  • Ability to analyze project needs and determine resources needed to meet objectives
  • Conceptual knowledge of information technologies and methodologies
  • Strong project management skills, which includes experience in organizing, planning, and executing from vision through implementation small- to medium-scale projects involving internal personnel, contractors, and vendors
  • Ability to work with functional groups and different level of employees to effectively and professionally achieve results
  • Strong follow-up skills; ability to organize applicable department timelines and follow up with internal and external customer needs
  • Strong written and oral communication skills, including the ability to present ideas and suggestions clearly and effectively
  • Strong organizational skills; ability to accomplish multiple tasks within the agreed upon timeframes through effective prioritization of duties and functions in a fast-paced environment
  • Strong track record of building and maintaining solid relationships with internal and external customers and vendors.
  • Self-motivated; able to work independently to complete tasks and respond to department requests and to collaborate with others to utilize their resources and knowledge to identify quality solutions.

SECURITY/CERTIFICATION REQUIREMENTS:

  • DoD Top Secret SCI Security Clearance
  • Certification: DoD 8140.01 IAT Level II (Se CCNA Security or CySA+ or, GICSP or, GSEC or, Security+ CE or SSCP).

QUALIFICATIONS DESIRED:

  • Project Management Professional (PMP) or equivalent certification preferred.
  • Experience managing software delivery following Agile processes (i.e. SCRUM, KANBAN)
  • Familiarity with Scalable Agile Framework (SAFe)

ESSENTIAL DUTIES:

  • Provide technical and functional support required for the Project Management of the PWS including progress/status reporting, schedule development, integration, and Program Reviews.
  • Provide the centralized administrative, clerical, documentation, and related functions needed to develop work products and demonstrate completion of activities required under this task.
  • The project manager will be responsible for the hiring, firing and management of its employees shall maintain a Contract Work Breakdown Structure (CWBS) [CDRL 0001], including a Master Schedule which represents how the contractor plans to accomplish the entire task order work scope and that is consistent with internal organizations and processes.
  • Maintain Master Schedule [CDRL 0002] shall detail documentation delivery, software upgrades, A&A schedule, and travel dates.
  • Maintain the CWBS in contractor format. In addition to the Master Schedule, deliver individual project schedules for projects within the scope of the overall task order.
  • Provide a Weekly Activity Report (WAR) [CDRL 0003] that provides a summarized description of in-progress activities and accomplishments for each task area.
  • Deliver a Monthly Summary Report (MSR) [CDRL 0004] that highlights the key accomplishments from the weekly reports, milestones completed during that month, staffing (contactors aligned to each task area, departures/arrivals), and technical or contract performance risks.
  • Deliver the WAR and MSR in an electronic format (i.e., uploaded to the META AKO site and a link to the document emailed to the COR). The WAR and MSR shall contain the following elements: Agency Name, Project Name, Review Period, Date, and Contact Information. The MSR shall include an accurate and up-to-date Master Schedule. The MSR shall include explanations for any deliverables that are not on schedule.
  • Ensure the program deliverables support 90% of the task requirements and are compliant with the PWS and the proposal.
  • Serves as the project manager for a large, complex task order (or a group of task orders affecting the same common/standard/migration system) and shall assist the Program Manager in working with the Government Contracting Officer (KO), the task order-level TMs, Government management personnel and customer agency representatives.
  • Under the guidance of the Program Manager, responsible for the overall management of the specific task order(s) and ensuring that the technical solutions and schedules in the task order are implemented in a timely manner.
  • Performs enterprise wide horizontal integration planning and interfaces to other functional systems.

Other responsibilities include:

  • Manage from inception to successful implementation small- to medium-sized internal process or technology projects, which will include:
    • defining project objectives, scope, and level of effort
    • assigning duties, responsibilities, and scope of authority to project personnel
    • establishing a work plan for each project phase and arranging for recruitment or assignment of project personnel
    • developing project strategies and plans and identifying required methods and tools
    • reviewing status reports prepared by project personnel and modifying schedules or plans as required
    • preparing project status reports for management and business unit leaders
    • monitoring progress against plan
  • Review project proposals to determine time frame, funding limitations, staffing requirements, and allotment of available departmental resources to various project phases.
  • Assist other project management personnel with creating time block and/or actual work plans for their assigned projects.
  • Identify and schedule project deliverables, milestones, and required tasks.
  • Administer resource management scheduling system.
  • Update project status summaries weekly for business managers.
  • Provide visibility of resource utilization and availability to management.
  • Communicate project issues, including timing, budget, resources, scope and more, to management and project sponsor.
  • Collaborate closely with other Shared Services groups for process and system enhancements
  • Provide leadership and motivation to project team members throughout the project life cycle.
  • Adhere to best project management practices and methodologies, such as Professional Management Institute or similar standards.

SUPERVISORY RESPONSIBILITIES:

  • Responsible for timesheet and general leave schedule approval for the contractor team
  • Communicate with the customer regarding employee attendance and absence as appropriate.

ENVIRONMENT:

100% performed in climate-controlled internal office environment working under normal office conditions. Approximately 15-20% travel will be required in support of the position’s responsibilities.

While performing the duties of this job, the employee is regularly required to sit, stand, walk, use hands and fingers to feel and handle, reach with arms and hands, talk and hear. While performing the duties of this job, the employee frequently is required to stoop, kneel and crouch, lift weight or exert a force up to a maximum of 20 pounds.
