- Lead, organize, plan, and manage the ongoing activities of a Solutions Development Team, to produce deliverables required by the customers in compliance with DOL Systems Development Life Cycle processes and policies.
- Participates fully with other managers in the overall initiation and integration of project management across OCIO.
- Serves as key member of the senior planning staff for the OCIO, making substantial contributions to the long and short-range planning and program development, operating policy, and internal and external coordination.
- Works with stakeholders and conducts project scope planning to define and verify the sum of the products and services to be provided and any interrelated impacts to any other existing projects or current operations.
- Responsible for planning and developing project network diagrams for use in critical path analysis, scheduling, resource identification, risk management, and quality control is also demonstrated.
- Conducts and participates in all planning activities to include risk identification, quality assurance and control, communication planning, organizational planning for the purpose of acquiring needed staff, and acquisition planning.
- Controls all IT projects in accordance with the Department’s investment management program.
- Manages the execution of IT projects in accordance with approved project plans and oversee information distribution, team development and quality assurance activities.

Qualifications
Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service.
Specialized Experience is defined as ALL of the following:
- Managing team efforts in providing agencies with Information Technology (IT) project support services at an enterprise level across multiple functional areas;
- Extensive experience in project plan development;
- Experience in working with a team of technical professionals engaged in major IT project endeavors;
- Experience in providing technical and managerial support to multiple groups and teams of employees; and
- Experience in developing and/or interpreting policies, procedures, and strategies governing the project planning and delivery of IT services throughout the agency.
