JOB SUMMARYThe Foxborough Public Schools is seeking a Director of Student Services to begin July 1, 2020. The Director of Student Services will provide leadership and direction for student support services PreK-12 to include Special Education and Section 504 of the Rehabilitation Act of 1973, (Title 34 CFR, Part 104), Guidance and Psychological Services, Pre-School, English Language Learners, Homelessness, and other support services as needed. The Director will ensure compliance with the Federal (20 USC Section 1400 et sequ) and State (603 CMR, Section 28 and MGL 71B) Special Education laws within the Foxborough Public Schools. Excellent interpersonal skills are required as the Director of Student Services is expected to interact with all members of the school community.

PERFORMANCE RESPONSIBILITIES (include but are not limited to): This position reports to the Superintendent of Schools 1. Develop, coordinate, implement and maintain system-wide services to meet the needs of all special education students in an educationally and fiscally responsible manner while in compliance with federal and State laws and regulations. 2. Formulate a vision for student services in conjunction with the vision and values of the Foxborough Public Schools.

3. Provide effective leadership for all schools and the district in the areas of special education, guidance, ELE and related support services. 4. Work in collaboration with the other school and district administrators as a member of the districts leadership team.

5. Coordinate, monitor and evaluate the work of the Team Chairs in order to develop and maintain an effective special education leadership team. 6. Supervise and evaluate, in collaboration with the high school principal, the high school special education department head.

7. Ensure that all students have opportunities to learn, grow and meet their full potential. 8. Monitor the implementation of programs to support at risk students and to identify students eligible for special education and/or related services.

9. Develop, coordinate, implement and maintain system-wide services to meet the needs of all students receiving home hospital tutoring and homeless services.10. Possess a thorough understanding of Special Education laws and keep current in regard to the same. 11.

Prepare for Tiered Focus Monitoring Program Reviews and Mid-Cycle Reviews for special education and prepare in collaboration with the Assistant Superintendent for ELE.12. Design, implement and evaluate procedures for pre-referral, referral, placement (in and out of district), assignments and reevaluation of students receiving services.13. Approve out-of-district placements and services as well as develop appropriate programs on site to meet the ever-changing needs of the student population.14. Prepare and administer the budget for special education, English Language Learners, tuition accounts and other support services for the district.15.

Oversee the student management system for special education, state reporting, and Circuit Breaker reporting.16. Ensure required service delivery in accordance with IEP and/or 504 Plan specifications.17. Oversee and analyze assessment data for students with IEPs and/or 504 Plans.18. Coordinate and work collaboratively with the Special Education Parent Advisory Council.19.

Maintain and make recommendations in regard to district Special Education policies and procedures.20. Along with the Assistant Superintendent, propose and co-develop appropriate Professional Development activities for both professional and paraprofessional staff and parents. 21. Develop, prepare and report required data in regard to Special Education for the Massachusetts Department of Education and the Superintendent.22.

Develop and process appropriate grants to access federal and state funds and monitor compliance for the same, as well as seek other funding sources.23. Serve as District Liaison with the Bi-County Collaborative and other area and regional organizations.24. Along with the School Business Administrator, develop, process and monitor district responsibilities in regard to Special Education transportation. 25.

Coordinate and chair district compliance with the Americans with Disabilities Act (ADA). 26. Recruit, train and supervise highly effective Special Education district personnel and to assist Principals in regard to the same.27. Assume such other duties within the scope of this jurisdiction as requested by the Superintendent.
