Position Summary. The Director of Quality Enhancement is a key member of Jubilee’s executive leadership team and is responsible for oversight and strategic management of person-centered planning (PCP), client benefits support, admissions, client funding plans with the Maryland Developmental Disabilities Administration (DDA), nursing, and quality assurance. The Director of Quality Enhancement works closely with the Director of Program Services to help the people supported by Jubilee fulfill their personal, family, social, and spiritual needs.

Responsibilities

  • Lead a team that includes the PCP Program Manager, Benefits and Admissions Manager, Quality Assurance & Compliance Manager, Reaching Out Coordinator and three nurses. Meet with each direct report regularly to provide supervision. Evaluate each employee’s performance, educate on job responsibilities, and ensure training and development needs are met.

  • Oversee the development and management of information specific to people receiving Jubilee services and on the Jubilee waiting list. Oversee record keeping for Jubilee’s services, currently maintained in Therap.

  • Oversee quality assurance and enhancement for people receiving Jubilee services. Comply with all Federal, State and County quality assurance, incident reporting and licensing requirements. Define and participate in quality assurance related visits to homes and services. Oversee Jubilee’s compliance with its policies, procedures and plans of correction. Oversee incident reporting systems including doing investigations and staffing the Standing Committee. Develop annual quality assurance reports for the state of Maryland and work with surveyors on compliance-related issues.

  • Serve as staff liaison to the Quality Assurance Committee for the Jubilee Association of Maryland Board of Directors.

  • Ensure operation of Jubilee’s Standing Committee, which is responsible for human rights oversight of behavior support plans and incidents.

  • Oversee authorizations for state funding, ensuring plans and funding align with and support each person’s needs. Oversee all Medicaid funding compliance for Jubilee and the people Jubilee supports. Oversee application for and maintenance of other benefits for people Jubilee supports, including housing vouchers and Metro Access.

  • Oversee the development of person centered plans and related processes. Ensure planning process is truly person centered and addresses what is important to and important for the people Jubilee supports. Ensure PCPs and related meetings are performed in compliance with state requirements.

  • Oversee the process for welcoming new clients and supporting their transitions to new living situations they choose.

  • Oversee all nursing services. Ensure all Board of Nursing and other State regulatory requirements are complied with.

  • Participate in the Jubilee Association Management Team and Directors Team meetings and other teams as appropriate.

  • Take part in county and statewide organizations related to community residential services, including relevant meetings of the Montgomery County InterACC/DD coalition, the Maryland Association of Community Services and DDA provider meetings.

  • Build strong relationships with county and state officials as well as diverse communities within the county.

  • Provide leadership and take on agency wide roles and responsibilities as assigned by the Executive Director or as identified within the agency planning process. Attend and participate in Board meetings and Board committees as requested.

  • Promote the values, mission, and goals of Jubilee within the context of all responsibilities. Advocate on behalf of the men and women served by Jubilee to obtain desired services both within and outside the agency. Develop relationships which recognize the dignity, respect and happiness of people served by Jubilee, staff, families, neighbors and other agencies. Model and implement the agency’s mission, values and goals through direction given to staff and goals set with them.

Qualifications

  • Bachelor’s degree

  • 2-5 years of professional experience working with adults with intellectual disabilities

  • Evidence of successful supervisory experience

  • Good administrative, organizational, and interpersonal and project management skills

  • Strong Microsoft Office (Word, Outlook, and Excel) skills

  • Philosophy of service compatible with Jubilee’s Philosophy and Purpose statement.

  • Advanced reasoning abilities and good judgment.

  • Advanced written and verbal communication and interpersonal skills. People-first language and thinking is essential.
